Schwieters Site Plan and CUP
Page 6
completed with the Roy Molitor Addition final plat application approval. When 140th Street is
constructed, the applicant will be able to connect to it with a driveway. A driveway permit would
be required. At this time, the applicant is not proposing to connect to 1401h Street.
Parking
According to the Section 90-253 PARKING, based on the use and the size of the building 215
parking stalls are required by ordinance. The applicant is proposing 127 parking stalls for the
site, with 73 proposed for deferred parking (proof -of -parking). The deferred parking is located
south of the manufacturing/warehouse building. The applicant is short 15 parking spaces. There
seems to be plenty of area on the site to accommodate additional parking. The code also allows
for deferred parking to be built when deemed necessary by the City. Staff will continue to work
with the applicant on the number of parking spaces.
The applicant has stated that there will be approximately 50 employees on each shift. The shift
overlap would require about 100 parking spaces. The number of parking spaces required by the
ordinance is more than the number of parking spaces the business would need for employee
parking.
The parking for the future phases has not been fully evaluated since for each phase the applicant
will be required to formally apply for site plan approval for consideration by the Planning
Commission and City Council. The applicant has stated and proposed with the phasing plan, that
there will be shared parking on the property for all of the buildings. The shared parking will be
evaluated at for each phase to ensure there will be adequate parking for each use.
Trails
There is a City trail along Fenway Boulevard North. The applicant is not proposing any
sidewalks or trails with this development, but will restore the areas were the access to the site
crosses the trail.
Building Architecture
In August 2011, the City Council adopted the Commercial and Industrial Design Guidelines. The
guidelines allow flexibility on four-sided architecture for industrial buildings. The design of the
building meets the intent of the guidelines.
The building material for the manufacturing/warehouse building consists of integrally colored
precast tip -up concrete panels, with a horizontal design for an architectural feature. The intent is
to ensure the building is constructed of quality materials that require minimum maintenance. The
applicant has provided elevations that show coloration and patterning in design of the concrete
panels. The concrete is proposed to be a light brown earth tone. The front has significant glass
and the entrance is clearly defined. There are windows on all sides of the building. The applicant
is proposing a wood trellis canopy along the front of the building creating a covered space for
employee breaks. The exterior doors and overhead doors are proposed to be brown and
compliment the exterior color. Staff will work with the applicant on the proposed location, color,
and size of the numbers on the overhead doors. The applicant has not provided material samples,
