Page 3 <br />Fencing and Screening <br />The area where the vehicles will be stored on the west side of the property is proposed to be <br />fenced. The applicant has stated that he would install landscaping along the south property line to <br />further buffer from the residentially zoned property to the east. Alternatively the applicant could <br />install a privacy fence along the south side. Staff will continue to work with the applicant on the <br />landscape plan and screening method. <br />A. Conditional Use Permit <br />General Standards <br />The Planning Commission must review the application for a conditional use permit with the <br />standards provided in Section 90-37 of the City Code. Staff used these standards to review the <br />application and found that the request meets the applicable standards as follows: <br />1. The proposed use is permissible by law. <br />The auto sales, auto body repair shop and outdoor vehicle storage may only be permitted in the <br />General Business (C-2) district by a CUP, but is otherwise permitted by law. <br />2. The proposed use is keeping with the spirit and intent of the ordinance. <br />The use is allowed in the General Business (C-2) district and will keep with the spirit and intent <br />of the ordinance, which is intended to provide a location for commercial businesses. <br />3. The proposed use is compatible with the City's Comprehensive Plan, and the character of <br />the surrounding area. <br />The use is consistent with the character of this General Business zoning classification. The City's <br />Comprehensive Plan identifies this area as Commercial, however the uses in the area are <br />industrial uses. The character of the area will not change noticeably, since the prior use was <br />manufacturing business that included outdoor storage. <br />4. The proposed use has adequate drainage, water supply, electrical, gas, and sewage <br />treatment facilities. <br />Staff does not foresee any problems with utilities or drainage since there is not construction <br />going on that will alter the site. <br />5. The proposed use has adequate road access. <br />The use has adequate access onto Highway 61. <br />
