Page 10 <br /> Sidewalks and Trails <br /> The applicant is showing sidewalks along one side of each street within the development. The <br /> plan shows a trail systems that will connect to the existing trail in Beaver Ponds, extends through <br /> the development bordering the proposed park, and will provide pedestrian access to 140th Street <br /> (CSAH 8). The applicant is showing a trail system that connects the residential areas to the park, <br /> as well as, to the adjacent neighborhoods and other nearby parks. The trail system will provide a <br /> recreational experience that takes advantage of the view sheds of the natural areas. <br /> The 2030 Comprehensive Plan shows trails along 130th Street and a trail is planned along the <br /> north side of the street to be installed during the reconstruction of the road. The trail will be <br /> required to be installed at the time the road is improved. The applicant has done a good job <br /> meeting the comprehensive plan in regards to trails. <br /> Drainage/Grading <br /> The City will review and issue a stormwater management permit for the development. The plans <br /> include managing stormwater through a combination of ponds and a stormwater reuse system. <br /> The design is consistent with stormwater rules as proposed, and staff will work with the applicant <br /> to finalize the plans and issue a stormwater permit as the project moves forward. <br /> There is floodplain located on the property and the boundary is proposed to be revised. The <br /> applicant has provided detailed documentation showing the existing and proposed floodplain. <br /> Staff will continue to work with the applicant to finalize the details. A Letter of Map Revision <br /> (LOMR) will need to be prepared and submitted for FEMA approval so that the existing <br /> floodplain boundaries and elevations can be formally revised. <br /> Water Re-use <br /> The plans include the installation of a stormwater reuse system to be utilized to irrigate <br /> individual lots. The system is feasible from a water availability and equipment standpoint and <br /> staff will finalize the technical details as the project moves forward. The system will be installed <br /> by the applicant and owned/operated/maintained by the homeowner's association. The system <br /> will be part of the overall stormwater management improvements to be included as part of the <br /> stormwater permit. A stormwater reuse agreement between the City and the applicant shall be <br /> recorded. The agreement will include provisions that will allow the City to operate the system in <br /> the event that it is necessary to maintain compliance with the stormwater permit. The provisions <br /> will include an ability to assess any City costs associated with operation and maintenance of the <br /> system. <br /> Staff is working with the applicant to determine whether or not the water reuse system will <br /> generate stormwater management credits beyond those required to meet their own permitting <br /> requirements. If that is the case, the City will include in its use agreement with the developer that <br /> excess credits generated are the property of the City. <br />
