Page 11
Wetlands
The property includes some wetlands, which have been delineated and approved by the City as
LGU. The applicant is proposing to impact 1.3 acres of the 57.7 acres of wetland for street
construction. The applicant has submitted a wetland replacement plan to the Technical
Evaluation Panel (TEP) for approval of the wetland impacts. The wetland replacement plan will
need to be approved prior to final plat approval of any phase.
There is a trail network that meanders through the park area shown on the plan. There are a few
areas where a boardwalk will be installed for the crossing of the wetlands. The boardwalks will
be designed to qualify for a no loss (no wetland impact) determination from the TEP. Staff will
continue to work with the applicant on the design of the boardwalk. The boardwalk will maintain
the 8-foot width of the trails they will connect to throughout the development.
Homeowners Association
A homeowners association (HOA) is proposed for the development. There are three housing
styles (single family detached homes, smaller single family detached homes, Villa homes) that
are proposed within the development that would have their own homeowners association. All of
the homes would be part of a Master HOA will be established for the development to
own/operate/maintain community areas, landscaping, and the water re -use system. The HOA
would also establish an Architectural Review Committee (ARC) to review and approve the home
designs per architectural design guidelines. The HOA documents and the architectural design
guidelines shall be reviewed and approved by staff prior to the recording of the final plat for the
first phase.
Preliminary Plat
The preliminary plat consists of 319 residential lots and 10 outlots. The proposed use and
ownership of each outlot are as follows:
Outlot
Acres
Ownership
Use
A
7.07
city
Wetland/Pondin
B
1.40
Private
Future Pondin
C
49.85
city
Park/Wetland/Pondin
D
40.45
city
Wetland/Pondin
E
0.65
HOA
Opens ace/Trees
F
0.31
HOA
Opens ace/Trees
G
0.33
HOA
Openspace
H
1.60
city
Pondin Buffer
I
3.06
city
Pondin Buffer
1
6.26
city
Wetland
