Page 12
Park Dedication
The developer is proposing to dedicate, grade, and landscape a 7.8 acre park that is divided into
two areas, an open field area and an active park area with a playground, multi-sport court, and
park shelter. An extensive off-road trail system that includes 1.5 miles of trails and boardwalks
that connects to adjacent neighborhoods will be constructed by the developer. The Master Park
Plan indicates a public park in this area. The City owns 18-acres of land(outlot), consisting of
some wetlands, on the west side of the site, which is adjacent to the parkland proposed by the
applicant. The outlot is not included in the parkland dedication calculation. The applicant has
done a good job in locating the park in a central area for access not only for this proposed
development, but existing adjacent neighborhoods.
The developer is proposing to dedicate 7.8 acres of land for the purposes of a public park in
combination with paying parkland dedication fees. Parkland dedication of 14.6 acres is required,
therefore the proposed dedication of 7.8 acres of satisfies 53% of the requirement. The
remaining 47%would be satisfied through fees. Currently, the park dedication fee is $2,400 per
unit and would therefore be $1,128 per unit or$359,832 in total.
The developers is proposing their park improvements to the park in phases. Staff is
recommending the developer installed improvements to be completed with the first 2 phases of
the development.
Phase 1 will include:
• grading and seeding the city-owned outlot and the areas south of the power line easement,
which park area showing a soccer field.
Phase 2 will include:
• grading and seeding of the area north of the powerlines, which includes the north active
park area.
• installation of trails, boardwalks and landscaping in the city-owned outlot and all park
areas.
The Parks Commission will consider the applicants park dedication proposal at its March 22,
2017, meeting. Staff is recommending that the Parks Commission support the off-road trail
improvements and park landscaping and grading. Staff is also recommending that the Parks
Commission have discussion on the City's option to construct the remaining park improvements
(playground, parking areas, and park shelter, etc.)to be continued at a future meeting. Staff is
recommending that the Parks Commission approve the park dedication proposal in the amount of
7.8 acres and $1,128 per unit($359,832 for 319 units).
Staff will provide an update to the Planning Commission on the discussion and recommendation
from the Parks Commission on the park dedication proposal.
