In particular, we have reviewed the following plans related to this particular request: <br /> • Preliminary Plat, Grading, Streets, Utilities, and Landscaping Plans prepared by Westwood <br /> Professional Services, dated February 5, 2017. <br /> • Preliminary Stormwater Runoff Narrative prepared by Westwood Professional Services, <br /> dated February 6, 2017. <br /> Based on the review of the application materials, we offer the following comments related to this <br /> application: <br /> Roadways and Access <br /> 1. The plan includes adequate roadway right of way and roadways and sidewalks/trails meet City <br /> standards for width and design within the extents of the residential development. <br /> 2. The development is bordered by 130th Street on the south where the proposed development will have <br /> three access locations. Internal roadway connections are also proposed at the existing 137th Street <br /> that extends west to Trunk Highway 61, 135th Street that extends easterly towards Egg Lake Road <br /> and Flay Avenue that extends northerly towards Egg Lake Road. <br /> 3. The proposed development consists of 319 lots, with seven (7) of these lots being developed by <br /> others in the future (southeast corner of development). The initial phase consists of approximately 54 <br /> lots that will access 1301h Street. Subsequent phases continue in the southern portion of the sight <br /> that will also access 130th Street. As development continues northward on the site in later stages of <br /> the development, connection to 135th Street, Flay Avenue, and 137th Street will take place. <br /> 4. The plans include roadway extensions that will allow future roadway access to the property east of <br /> the plat area just north of 130th Street. <br /> 5. 130th Street will require improvements to accommodate this development and to address <br /> deteriorating roadway conditions. Staff is evaluating options for improving 130th Street that include <br /> the following: <br /> • addition of intersection improvements that could include a roundabout located at Flay <br /> Avenue and Street 5 <br /> • turn lanes located at street 12 <br /> • reconstruction of the roadway to an urban section from TH 61 to Goodview Avenue <br /> • 8-ft pedestrian trail along the north side of 130th Street, as identified in the Parks, Trails and <br /> Open Space Plan. <br /> • Pedestrian crossings of 130th Street in select locations <br /> Building a legacy—your legacy. <br /> Equal Opportunity Employer I wsbeng.com <br /> K:\03288-040\Admin\Docs\LTR-rjuba-Adelaide Landing Prelim Plat-PUD 031717 kkp.docx <br />
