If it meets these standards, the City must approve the <br />subdivision. <br />The City's discretion in approving or denying a conditional use permit is limited to whether or <br />not the proposed application meets the standards outlined in the Zoning Ordinance. If it meets <br />these standards, the City must approve the conditional use permit. <br />4. ANALYSIS: <br />A. Consistency with Ordinance Standards <br />Minor Subdivision and CUP <br />Fnt .V7o <br />The Rural Residential (RR) zoning district requires a minimum lot size of 10 acres with a 300 <br />foot minimum width and a minimum depth of 480 feet. The applicant is requesting to subdivide <br />an approximately 20 acre parcel to create two 10-acre parcels. <br />The proposed lots will meet the lot requirements with both having over 300 feet of road frontage <br />and over 480 feet in depth. <br />Utilities <br />The property is currently outside of the Metropolitan Urban Service Area (MUSA), which means <br />services are not currently available to the site or planned for the site in the near future. The Rural <br />Residential (RR) zoning district is an area identified as requiring installation of private well and <br />septic systems until urban services are available. <br />The proposed undeveloped parcel will have new well and septic systems. The applicant has <br />submitted soil tests indicating that there is sufficient space on the parcel that are suitable for a <br />septic system as well as an alternative septic location. The location has been reviewed and <br />approved by Washington County. <br />Grading <br />A grading plan will have to be submitted to the City prior to the issuance of a building permit for <br />the proposed vacant parcel. The applicant shall demonstrate that the building site will comply <br />with the City's regulations regarding building elevation related to groundwater and floodplain. <br />The applicant is not showing the lowest floor elevation, on the survey, but it will be verified at <br />the issuance of a building permit. <br />Streets and Access <br />The proposed parcels have access from Homestead Avenue. <br />
