Department of Public <br /> Washington Health and Environment <br /> �s County Lowell Johnson <br /> Director <br /> David Brummel <br /> Deputy Director <br /> October 12, 2018 <br /> Todd Erickson <br /> 333 Main St N <br /> Stillwater, MN 55082 <br /> LOT SPLIT APPROVAL <br /> On September 4, 2018, the Department received a Septic Permit Application for a lot split for the proposed <br /> Preserve on Sunset Lake development. On September 11, 2018 representatives from the Department <br /> conducted soil observations on Lots 1-4, Block 1 and Lots 1-9, Block 2. The geocodes for the parcels are <br /> 3403121310002, 3403121420001, 3403121430001, and 3403121340001. Based on the observations <br /> conducted on September 11, 2018, and the submitted soil observations conducted by Septic Check, the <br /> proposed lots appear to have suitable soil for individual sewage treatment systems and the Department is <br /> approving the proposed subdivision as suitable to accommodate long-term sewage treatment. <br /> It should be noted that the soil testing conducted for this lot was preliminary and only for the purpose of <br /> determining suitability of this lot to support long-term sewage treatment. Section 9.5 of the Washington County <br /> Development Code, Chapter Four, Individual Sewage Treatment System Regulations(Washington County <br /> Ordinance#206) states: <br /> Complete soil testing on each individual lot must be conducted prior to permit issuance independent of <br /> any prior subdivision or lot approval testing. For permit issuance, a minimum of four(4) soil <br /> observations encompassing the proposed sewage treatment area are required. At least one soil <br /> observation must be performed in the portion of the soil treatment area anticipated to have the most <br /> limiting conditions. Larger areas may be required where conditions of use, soils, topography, or <br /> vegetation require. <br /> Before an installation permit can be issued by the Department for a specific subsurface sewage treatment <br /> system at least four additional soil borings, following the requirements laid out in section 9.5 of Washington <br /> County ordinance#206, must be conducted by a designer licensed by the Minnesota Pollution Control Agency. <br /> For each lot, rope off and protect both the primary and secondary individual sewage treatment system areas <br /> from all traffic. Any excavation in the primary and secondary individual sewage treatment system areas would <br /> nullify this approval and may subsequently cause the lot to be declared unbuildable. The minor subdivision is <br /> approved only for the lot configuration submitted in the application.
