The Preserve on Sunset Lake <br />Page 5 <br />wetland impacts are proposed and drainage and utility easements are provided over <br />these wetlands. The largest wetland is a high -quality wetland located in Outlot A, the <br />open space that will be preserved and managed by the HOA. The plans must be revised <br />to show the delineated wetland boundaries and ensure that all wetlands are fully <br />covered by the drainage and utility easements. <br />Shoreland <br />The adjacent Sunset Lake is a DNR protected water body. The shoreland overlay <br />boundary extends 1,000 feet from the ordinary high-water level of the lake. There are <br />some lots (Lots 2-4 and 9) that are within the boundary. The minimum lot size is 40,000 <br />square feet and minimum lot width is 150 feet in the shoreland district. The proposed <br />single family homes must not exceed 25 feet in height. <br />Grading/Drainage <br />The applicant is proposing to utilize swales, culverts and ponding for stormwater <br />management. The applicant is showing a stormwater pond between Lots 5 and 6, Block <br />2. A City permit is required for the Stormwater Management Plan. The applicant is <br />working with the City Engineer to address the outstanding issues on their stormwater <br />management plan for the development. The applicant will need to meet all City <br />stormwater management requirements, including appropriate storage, rate control, <br />treatment, and volume reduction. <br />Utilities <br />Each home site will be served by private well and septic. Washington County has <br />reviewed the preliminary plans and indicated that the sites are viable for septic systems. <br />Detailed plans must be submitted to Washington County for approval prior to issuance of <br />a building permit. <br />Streets <br />The site is bounded by three public streets and new public street cul de sac (Hilo <br />Avenue Alcove North) off 125th Street North is planned to serve 11 of the 13 lots. As part <br />of the sketch plan review, the Council asked the developer to look for a way to provide <br />access for all the homes off this new public street, but due to existing conditions, the <br />applicant was not able to do so. The existing house on the new Lot 9 will retain the <br />existing driveway access on to Illies Avenue (CSAH 7) and Lot 4 is proposed to have a <br />new driveway on 125th Street. The City Engineer has reviewed the two new proposed <br />access points for safety and visibility and finds them to be appropriately located. <br />The County Public Works department has reviewed the plans and finds the proposed <br />right-of-way dedication and improvements acceptable. The County will require that one <br />of the driveways on Lot 9 be removed. This issue will be required to be resolved as part <br />of the County right-of-way permit. <br />Sidewalks/Trails <br />The developer has proposed a private multi -use trail loop (with a section of boardwalk to <br />cross the wetland) in Outlot A for use by the developments residents.
