MCM 3: Illicit discharge detection and elimination <br />1. The Permit (Part III.D.3.) requires that, within 12 months of the date permit coverage is extended, existing permittees revise <br />their current program as necessary, and continue to implement and enforce a program to detect and eliminate illicit <br />discharges into the small MS4.
