11. Adult volunteer crossing guards will block off the intersection with cones and <br />barricades at approximately 9:15 a.m. and remain at the intersection until all <br />run/walkers are done using the Parkway. <br />12. Adult crossing guards will be at all intersections to direct runners and ensure <br />vehicular traffic does not enter the Parkway. Guards will also have the ability to <br />contact a deputy should a problem arise. <br />13. Color packets will not be directed towards or sprayed near any vehicle, private <br />property, or individual not participating in the event. <br />14. No food will be prepared and served on site. <br />15. There will be two water stations along the route. <br />16. Staff trained in first aid will be available during the race. <br />17. Weather conditions will be monitored during the event and delays/cancellations <br />will be determined by the opinions of medical, security and police staff. <br />Participants will be directed to the school gymnasium if necessary. <br />After the Event <br />18. All garbage shall be removed from the school property and streets and properly <br />disposed of. <br />19. Barricades will be immediately moved to allow normal traffic flow, and Public <br />Works will pick up the barricades following the event. <br />20. All signage visible from a public street will be removed immediately after the <br />close of the event. <br />4. CONCLUSION/RECOMMENDATION: <br />The applicant has held this event for the past three years with no impact to the health, <br />safety, and welfare of the residents of Hugo and participants of this event. Oneka <br />Elementary has agreed to the above conditions, and staff recommends Council approve <br />the Special Event Permit for the Color Run on Saturday, May 4, 2019. <br />Minor changes to this permit may be approved by City staff. Changes staff deems <br />to be significant will require Council review and approval. <br />
