Rosemary Apartments Site Plan and CUP <br />Frenchman Place 4th Addition Final Plat <br />Page 9 <br />It is in staff s opinion that the developer has attempted to comply with the spirit and intent of the <br />design guidelines. They have done a good job at creating a clear main entrance, breaking up with <br />fagade of the building with projections, and including corner design elements. Staff recommends <br />the following revisions to the building elevations to further comply with the design guidelines: <br />1. Add cast stone to the north side of the building to match the rest of the building. <br />2. The internal air conditioning unit vents shown on the plans shall match the color of the <br />adjacent siding, shakes, or stone. <br />3. The developer shall provide details on the locations and colors of the gutters and down <br />spouts. <br />4. Where window headers are shown on the 1st floor, they should be shown on the 2nd and <br />3rd floor. <br />5. The peaked roof sections should be evaluated on whether they could be widened to create <br />a more balanced design. <br />6. Cast stone shall be added to the pillars. <br />7. Staff will continue to work with the developer on the building material colors. <br />The final design shall be reviewed and approved by staff prior to the issuance of the building <br />permit. <br />Apartment Management and Amenities <br />In addition to underground parking, on site amenities would include: secure access, in unit <br />laundry, on site management including a manager's office, a lounge area, a community room, a <br />fitness center, and an outdoor children's play area. <br />Signage <br />Monument signs are permitted for residential subdivisions and multi -family developments of <br />nine or more units. Monument signs shall be a maximum of 32 square feet per face. The sign <br />shall be a maximum of six feet in height, measured from the grade of the ground, and shall be <br />setback at least ten feet from all property lines and five feet from the right-of-way. The sign shall <br />be designed to be architecturally compatible with the project, and shall be located within a <br />landscaped area extending at least three feet around the base of the sign. <br />The developer is proposing a freestanding sign at the entrance of the property. The developer has <br />not provided any details on the design of the sign. <br />The developer has not proposed any wall signs. <br />Prior to the installation of any sign a sign permit shall be approved by the City. <br />Drainage/Grading <br />The site plan shows the building located within upland area surrounded by wetlands. The <br />existing drainage flows to the north, east and west from the high point in the center of the site. <br />The proposed development will be matching the existing drainage area and will be directing the <br />
