Rosemary Apartments Site Plan and CUP <br />Page 7 <br />include a white color frame around the edges and some windows include a header at the top. The <br />architecture includes a pitched roof with asphalt shingles. <br />The building has horizontal and vertical projections, which are encouraged by the Multi -Family <br />Design Guidelines. The sides of the building are broken up by the projections, windows, and <br />color variation. The peaked roof sections could be wider to create a more balanced design, as <br />they are tall and skinny and widening them will help breakup the facade of the building. The <br />main entrance is on the south side of the building and includes a significant amount of cast stone <br />and a canopy with pillars, creating a clear main entrance. Staff recommends that cast stone be <br />added to the pillars for a more cohesive design. The developer has done a good job of wrapping <br />the cast stone around the corners of the building with the corner design elements. <br />The design guidelines state that buildings should be designed with high quality materials on all <br />sides of the building, consisting of stone and similar materials. There are window headers on <br />some of the windows on the 1St floor and where they are shown headers could be added to the 2nd <br />and Yd floors to add balance and interest to the building. The north elevation (back of the <br />building) seems to be missing some of the architectural details, such as widow headers and cast <br />stone material the rest of the building includes. Staff recommends that the developer add <br />architectural elements and add the cast stone, to the north elevation to match the other elevations <br />of the building. Staff will continue to work with the developer on the architecture on that portion <br />of the building. <br />It is in staff's opinion that the developer has attempted to comply with the spirit and intent of the <br />design guidelines. They have done a good job at creating a clear main entrance, breaking up with <br />facade of the building with projections, and including corner design elements. Staff recommends <br />the following revisions to the building elevations to further comply with the design guidelines: <br />1. Add cast stone to the north side of the building to match the rest of the building. <br />2. The internal air conditioning unit vents shown on the plans shall match the color of the <br />adjacent siding, shakes, or stone. <br />3. The developer shall provide details on the locations and colors of the gutters and down <br />spouts. <br />4. Where window headers are shown on the 1St floor, they should be shown on the 2"d and <br />Yd floor. <br />5. The peaked roof sections should be elevated on whether they could be widened to create <br />a more balanced design. <br />6. Cast stone shall be added to the pillars. <br />7. Staff will continue to work with the developer on the building material colors. <br />The final design shall be reviewed and approved by staff prior to the issuance of the building <br />permit. <br />Apartment Management and Amenities <br />In addition to underground parking, on site amenities would include: secure access, in unit <br />laundry, on site management including a manager's office, a lounge area, a community room, a <br />fitness center, and an outdoor children's play area. <br />
