Rosemary Apartments Site Plan and CUP <br />Page 8 <br />Signage <br />Monument signs are permitted for residential subdivisions and multi -family developments of <br />nine or more units. Monument signs shall be a maximum of 32 square feet per face. The sign <br />shall be a maximum of six feet in height, measured from the grade of the ground, and shall be <br />setback at least ten feet from all property lines and five feet from the right-of-way. The sign shall <br />be designed to be architecturally compatible with the project, and shall be located within a <br />landscaped area extending at least three feet around the base of the sign. <br />The developer is proposing a freestanding sign at the entrance of the property. The developer has <br />not provided any details on the design of the sign. <br />The developer has not proposed any wall signs. <br />Prior to the installation of any sign a sign permit shall be approved by the City. <br />Drainage/Grading <br />The site plan shows the building located within upland area surrounded by wetlands. The <br />existing drainage flows to the north, east and west from the high point in the center of the site. <br />The proposed development will be matching the existing drainage area and will be directing the <br />north and east drainage to filtration areas prior to discharging into the wetland. Proposed <br />drainage to the west will consist of entirely pervious surface. The site meets the City's <br />requirements for volume control, water quality, and rate control. Because the existing site is <br />already an upland area higher than the wetland elevations, flow within the wetlands for proposed <br />conditions will be unaffected. <br />Staff is currently working with the developer to finalize the technical design of the stormwater <br />management facilities, and will issue a permit for stormwater once the remaining items are <br />resolved. <br />The developer will be responsible for maintaining stormwater facilities and vegetation proposed <br />as a part of the project. A maintenance agreement between the City and the applicant shall be <br />reviewed and approved by the City then recorded against the property prior to the start of grading <br />activities on the site. <br />Water reuse is not being utilized on this project. The stormwater management facilities for this <br />project are filtration basins and do not have enough stormwater to irrigate the site. <br />The fire department recommended that the grading around the building be leveled out to provide <br />easier access for fire protection and rescue. <br />Utilities <br />City water and sewer utilities are available within Rosemary Way. The utilities are sufficient to <br />serve the development. <br />
