- 2 - <br />Excelsior Group <br />March 22, 2017 <br />and trail connections, and road connections. The applicant is proposing the project to be <br />built in five phases. <br /> <br /> <br />3. PARKS COMMISSION DISCUSSION <br /> <br />At their meeting of July 13, 2016, the Parks Commission reviewed a sketch plan and <br />provided informal comments on the sketch plan. The trail system was favorably <br />discussed, especially taking advantage of the wetlands and greenspace which make the <br />corridor scenic. It was important to the Commission that trail connections were made to <br />existing neighborhoods. <br /> <br />When looking at the proposed park layout, the Parks Commission discussed favorably the <br />open play areas, pickle ball court, soccer field, and variety of park features. Having a <br />variety of playground equipment for a mix of age groups and possibly including things <br />like climbers, spinners, and exercise equipment was discussed. The Parks Commission <br />expressed that it is very important to have the park and trails built in the early phases of <br />the development. <br /> <br /> <br />4. PARK PROPSOSAL: <br /> <br />The developer is proposing to dedicate, grade, and landscape a 7.8 acre park that is <br />divided into two areas- an open field area and an active park area with a playground, <br />multi-sport court and park shelter. An extensive off-road trail system that includes 1.5 <br />miles of trails and boardwalks that connects to adjacent neighborhoods will be <br />constructed by the developer. <br /> <br />PUD Flexibility <br /> <br />The developer is requesting flexibility for lot width, lot size, and setbacks with their <br />PUD. In exchange for this flexibility, the city expects a higher level of design and <br />amenities within a project. Among other things, the developer is: <br /> Grading and landscaping a public park within the neighborhood. <br /> Providing a public trail to connect to existing trails in the adjacent developments. <br /> Preserving and enhancing natural features with an off-road trail system that <br />meanders through the development. <br /> Preserving existing significant trees on the property. <br /> <br />Phasing Plan <br /> <br />With phase 1, the developer shall grade and seed the city-owned outlot (Outlot A, <br />Country Ponds) and the areas south of the power line easement. This includes the park <br />area showing a soccer field. In phase 2, the developer shall grade and seed the remaining <br />park areas (north of power line easement) and install the 8’ bituminous trail, boardwalks,
