March 8, 2017 <br />Shayla Denaway <br />City of Hugo <br />14669 Fitzgerald Avenue N <br />Hugo, MN 55038 <br />Re: Adelaide Landing – Park Proposal <br />Dear Shayla, <br />As follow-up from our discussions with staff, The Excelsior Group submits this proposal related to <br />park dedication for Adelaide Landing. <br />It is understood that park dedication for new development can be achieved in one of two ways: land <br />dedication (10% of net developable area) or a fee in lieu of land ($2,400 per unit). With a net <br />developable area of 146.2 acres, 14.6 acres of park land dedication is required. Per the attached <br />Park Exhibit, the total outlot area dedicated for park or public use is 35 acres. This encompasses <br />wetland, ponding and trails which will offer a unique experience with not only opportunities for <br />active play, but also connections to the natural environment. Of this larger parcel, 7.8 acres will be <br />specifically dedicated for park land credit or approximately 53% of the City requirement. <br />Therefore, the remaining requirement will be paid in cash: 47% of $2,400 or $1,128 per unit. <br />With 312 units in the neighborhood, the total cash dedication would be $351,936. <br />Under the PUD Zoning Code, flexibility is being requested for reduced road widths, setbacks and <br />lot sizing to create a neighborhood with an enhanced overall design. In exchange for flexibility <br />from the standard R-3 zoning ordinance, wetlands and wooded areas are preserved, a variety of <br />housing styles are created and landscaping standards are exceeded. Most notably related to Parks is <br />the extensive trail system; 8,000 lineal feet (1.5 miles) of trails and boardwalks are proposed to be <br />constructed throughout the neighborhood.
