Page 8
3, are shown in the preliminary plat. These lots were added after the Parks Commission meeting.
The previous plan (90 units) was considered by the Parks Commission in November.
At its Wednesday, November 20, 2019, meeting the Parks Commission considered the park
dedication request from the applicant. The applicant requested to get park dedication credit for
the .5 acre park/gather space area and to satisfy the remainder of the park dedication requirement
with fees. Park land dedication of 3 acres would be required with for the 29.56 acre of upland
within the development. Therefore, the proposed dedication of .5 acres would satisfy 16% of the
requirement and the remaining 84% would be satisfied through fees. Currently, the park
dedication fee is $2,400 per unit and would therefore be $2,016 per unit or $181,440 in total.
Without a land dedication, the total park dedication fee would be $216,000.
Staff noted at the meeting that the Parks, Trails, and Open Space plan outlines standards for
developing city parks. Neighborhood parks shall be 5- 20 acres in size and would typically
include a playground, athletic field, natural area, and picnic shelter. The development is in
Neighborhood Park Service Area 9 (NP -9) which includes Diamond Point Park. An additional
park is not needed in NP -9 as it currently has a total population of 1,222 and the development
will not lead to exceeding the standard of 1 park per 5,000 people. Additionally, the
development is within 1/2 mile service area of Hanifl Fields Athletic Park.
Staff recommended that the Parks Commission support construction of the trail through the
development. The applicant at that time was proposing that the .5 acre neighborhood gathering
space be considered for park dedication. Staff recommended that this not be dedicated as a
public park and that the park dedication be satisfied by payment of the full fee, which is currently
$2,400 per unit ($216,000 for 90 units).
The Parks Commission liked the trail through the development and recommended sidewalks to
be added to streets. The applicant has added sidewalks to the plans. Although the Parks
Commission liked the neighborhood gathering space included in the plan, they recommended not
accepting land for the park dedication and accepting the full park land dedication fee of $216,000
($2,400/unit).
After the Parks Commission meeting the applicant added 3 lots to the plans in the area where the
neighborhood gathering space was proposed. Staff recommends that a neighborhood gather space
with some amenities (such as landscaping, gazebo, etc.) be included in the central area of the
development. The applicant has stated in their narrative that they are proposing a gathering space
at the entrance off of Goodview Avenue North. The applicant is referring to Outlot B. Outlot B is
small (.22 acres) and will include a monument sign and minimal landscaping. There are not
amenities shown in the Outlot for a neighborhood gathering space. It is in staff's opinion that this
is not a good location a neighborhood gathering space and recommends that the applicant revise
the preliminary plat and PUD general plan to include a neighborhood gathering space in the
general location of Lots 1-3, Block 3, as shown in the plan as previously proposed. Staff
recommends that be a requirement for PUD flexibility for the reduced lots sizes and setbacks.
Adding the neighborhood gathering space in the area would likely reduce the amount of wetland
impact and reroute the trail slightly to the south. Staff recommends the applicant revise the plans
