Page 9 <br />to show a neighborhood gather space central to the development and install a trail along Street A <br />with the development. <br />The Parks Commission stated at the right time, a trail along the north side of Egg Lake Road <br />(CSAH 8) to the east of Street A, would evaluated for construction feasibility to make the <br />connection to Hanifl Fields Athletic Park. <br />Drainage/Grading <br />The City will review and issue a stormwater management permit for the development. The plans <br />include managing stormwater through a combination of ponds and a stormwater reuse system. <br />The design is consistent with stormwater rules as proposed, and staff will work with the applicant <br />to finalize the plans and issue a stormwater permit as the project moves forward. <br />There is floodplain located on the property and the boundary is not proposed to be impacted or <br />revised. <br />Water Re -use <br />The plans include the installation of a stormwater reuse system to be utilized to irrigate <br />individual lots. The system is feasible from a water availability and equipment standpoint and <br />staff will finalize the technical details as the project moves forward. The system will be installed <br />by the applicant and owned/operated/maintained by the homeowner's association. The system <br />will be part of the overall stormwater management improvements to be included as part of the <br />stormwater permit. A stormwater reuse agreement between the City and the applicant shall be <br />recorded. The agreement will include provisions that will allow the City to operate the system in <br />the event that it is necessary to maintain compliance with the stormwater permit. The provisions <br />will include an ability to assess any City costs associated with operation and maintenance of the <br />system. <br />Staff is working with the applicant to determine whether or not the water reuse system will <br />generate stormwater management credits beyond those required to meet their own permitting <br />requirements. If that is the case, the City will include in its use agreement with the developer that <br />excess credits generated are the property of the City. <br />Wetlands <br />The property includes some wetlands, which have been delineated and approved by the City as <br />LGU. The applicant is proposing to impact .54 acres of the 21 acres of wetland for street and <br />pond construction. The applicant has submitted a wetland replacement plan to the Technical <br />Evaluation Panel (TEP) for approval of the wetland impacts. The wetland replacement plan will <br />need to be approved prior to final plat approval of any phase. The applicant needs to address <br />several items from WCA Replacement Plan Checklist. Primarily the Technical Evaluation Panel <br />will likely be concerned with the wetland impact from lot 1, block 3 and adjacent trail. <br />
