Page 10 <br />Homeowners Association <br />A homeowners association (HOA) is proposed for the development. There are two housing styles <br />(single family detached homes and Villa homes) that are proposed within the development. All <br />of the homes would be part of a Master HOA established for the development to <br />own/operate/maintain community areas, landscaping, and the water re -use system. The HOA <br />would also establish an Architectural Review Committee (ARC) to review and approve the home <br />designs per architectural design guidelines. The HOA documents and the architectural design <br />guidelines shall be reviewed and approved by staff prior to the recording of the final plat for the <br />first phase. Each property owners will be responsible for maintaining their own yards and <br />property. <br />Preliminary Plat <br />The preliminary plat consists of 93 residential lots and 3 outlots. Staff has recommended connecting to the existing 12" watermain and extend 12" <br />watermain through the development to Egg Lake Road that meets the goal of the comprehensive <br />water system plan. <br />Sanitary sewer will be extended from the 4" forcemain provided to this location in 2004 as part <br />of the Goodview Avenue Improvement Project as the site was deemed to require a sanitary sewer <br />lift station to service this area. The lift station will be sized and placed at an elevation that will <br />allow for the extension of gravity sanitary sewer to serve the adjacent area up to and including <br />the Hugo Public Works facility. If lift station upsizing is required, the City of Hugo would be <br />responsible for oversizing costs. <br />
