Gopher State Storage Site Plan and Variance <br />Page 3 <br />developed in two phases. Four buildings have been constructed on the property with the first <br />phase. The site is managed completely electronically with no property management on site. <br />5. ANALYSIS: <br />A. Level of City Discretion in Decision -Making <br />The City's discretion in approving or denying a site plan is limited to whether or not the <br />proposed project complies with the Comprehensive Plan and Zoning Ordinance requirements. If <br />it meets these standards, the City must then approve the site plan. <br />The City's discretion in approving or denying a variance is limited to whether or not the <br />proposed project meets the standards in the Zoning Ordinance for a variance. The City has a <br />higher level of discretion with a variance because the burden of proof is on the applicant to show <br />that they meet the standards in the ordinance. <br />B. Consistency with Ordinance Standards <br />Site Plan <br />The applicant would like to revise the previously approved site plan and replace the remaining <br />proposed 3 buildings with a three-story climate controlled storage facility with a footprint of <br />approximately 16,600 square feet. The building is generally in the area where the three buildings <br />and drive aisles were proposed. The applicant has stated that the proposed building would <br />contain approximately 400 units of various sizes. <br />Building Height <br />The General Industrial zoning district has a maximum building height of 50 feet. The building <br />height will be approximately 48 feet at the highest point. The average height is approximately 44 <br />feet. The proposed plan complies with the height requirements. <br />The existing buildings on the property are approximately 19 feet tall. <br />Building Coverage and Lot Coverage <br />The ordinance limits the lot area to be covered by a building up to 40% and covered by <br />impervious surface up to 80%. The proposed site plan complies with the coverage requirements. <br />Architecture/Building Materials <br />The applicant is proposing a three-story climate controlled storage facility that has a flat roof. <br />The entrance is on the south side of the building. There are offsets horizontally and vertically to <br />break up the massing of the building. The corner details have windows showing storage unit <br />doors. Staff recommends that no signage or images be allowed to be displayed in the windows. <br />The plan shows an entrance canopy on the south side of the building that is colored red. The <br />
