and would require grading work on the adjoining roadway back slopes and ditches. Estimates to widen <br />the roadway have been included; however, staff will need to work with MNDOT staff to determine if this <br />would still be characterized as a reconditioning project or a reconstruction project. The differentiation is <br />outlined below: <br />Reconditioning Project — "Reconditioning" includes resurfacing, replacement, or rehabilitation of the <br />pavement structure to extend the life of the roadway and effectively address critical safety and operations <br />needs through minor improvements to the existing facility. Reconditioning projects generally utilize the <br />existing horizontal and vertical alignment, may entail minor widening or geometric improvement, and <br />normally require little or no additional right-of-way. Reconditioning may include changes in vertical or <br />horizontal alignment involving no more than 20 percent of the length of the project. Reconditioning may <br />include curb replacement along no more than 20 percent of the length of the project, not including curb <br />replacement for purposes of meeting the Americans with Disabilities Act requirements. Work does not <br />normally extend beyond the existing ditch bottom. <br />Reconstruction Project — "Reconstruction" means the replacement of an existing roadway on a similar <br />alignment. Minimum design standard for Goodview Avenue would be 32-ft wide. This would have <br />significant impacts on wetlands, drainage ditches, and costs. <br />Typical roadway sections are included in Figure 2 in Appendix A. <br />Both options will consider improvements at the intersection of Goodview Avenue and 125"' Street to <br />address vehicular accidents resulting from 1251h Street westbound vehicles sliding through the <br />intersection during slippery conditions. <br />With speeds being such a concern on this roadway, staff have included driver feedback signs in the cost <br />estimate to help change driver's behavior on the roadway. <br />4.1.2 Trails <br />The City of Hugo's Comprehensive Plan identifies a trail along the west side of Goodview Avenue. <br />Installation of a trail with this project would not qualify as a "reconditioning project" which is the <br />recommended type of improvement project for Goodview Avenue. This trail improvement would also <br />require additional right of way and may be better suited to be constructed at the time the properties along <br />the west side of Goodview Avenue are developed with municipal services. Trail improvements are not <br />recommended with the Goodview Avenue Improvement Project. <br />4.2 Drainage Improvements <br />The existing drainage systems will be maintained, and culverts replaced as needed with only minor <br />drainage improvements to accommodate the proposed roadway alignment. Existing vertical and <br />horizontal alignments will be maintained to the greatest extent possible. <br />4.3 Utility Improvements <br />The City of Hugo's Comprehensive Plan does include both sanitary sewer and watermain along <br />Goodview Avenue to service parcels within the municipal urban service area which is predominantly <br />along the west side of Goodview Avenue.
