J.2 Approve Goodview Avenue North Trail Feasibility Study and SHIP Grant <br />At their meeting of April 15, 2020, the Parks Commission recommended approval of a proposal <br />from WSB to study the feasibility of a trail on Goodview Avenue North. The City's Trail Plan <br />identifies a proposed trail along Goodview Avenue North. This gap in the trail system is often <br />discussed by Commissioners, specifically between Egg Lake Road and Geneva Avenue North. <br />Funding was received through an active living partnership project with Living Healthy Washington <br />County and the Statewide Health Improvement Program (SHIP). WSB has provided an estimate <br />for a feasibility study to include a wetland delineation, preliminary design, and project report of <br />$17,000 with $10,000 being reimbursed by SHIP funds. The Parks Commission included $17,750 <br />in their Parks Capital Improvement Plan for 2020 for this study. The wetlands would be delineated <br />in the spring, stakeholders would be met with in the early summer and the preferred trail design <br />would be discussed before the end of October. The Parks Commission recommends approval of <br />the proposal from WSB for the Goodview Avenue North Trail Feasibility Study and the use of <br />SHIP funds. <br />LA Update on Services Provided by YMCA <br />Council Member Becky Petryk will update Council with information on services provided by the <br />YMCA. <br />L.2 Update on the Yellow Ribbon Network <br />Council Member Chuck Haas and Phil Klein will report to Council on the Yellow Ribbon Network <br />activities held recently. <br />M.1 Schedule Annual Performance Review for City Administrator Bryan Bear <br />Bryan Bear has been employed with the City since May 3, 2004. Bryan served as the Community <br />Development Director until being appointed the City Administrator on November, 7, 2011.
