Hugo City Council Meeting Minutes for May 4, 2020 <br />Page 3 of 8 <br /> <br /> <br /> <br />Approval of a Culvert Maintenance Agreement between the Rice Creek Watershed District <br />and the City of Hugo – Elmcrest Avenue <br /> <br />As part of the Elmcrest Avenue Improvement Project, a culvert crossing was proposed to be <br />replaced at the historical elevation where Judicial Ditch 3 crossed Elmcrest Avenue. The City of <br />Hugo would be required to inspect and maintain this culvert as outlined in the agreement. <br />Adoption of the Consent Agenda approved the Culvert Maintenance Agreement for Elmcrest <br />Avenue. <br /> <br />Approve Pay Voucher No. 9 for Water Tower No. 4 Project <br /> <br />CB &I, LLC, submitted Pay Voucher No. 9 for work certified through April 14, 2020, on the <br />Water Tower No. 4 Improvement Project. Adoption of the Consent Agenda approved Pay <br />Voucher No. 9 in the amount of $119,733.25. <br /> <br />Public Hearing Easement Vacation for Oneka Place 3rd Addition <br /> <br />A public hearing was scheduled to consider the request from CPDC- Pratt-Oakwood, LLP, for <br />vacation of the drainage and utility easement located over Outlot B and C, Oneka Place 3rd <br />Addition. The outlots would be final platted for the development of Oneka Place 4th Addition. <br />Planner Rachel Juba explained the 1st, 2nd, and 3rd additions have been approved, and Oneka <br />Parkway will be constructional this year all the way to the north property line. New drainage and <br />utility easements would be placed on the lots and outlots at the time the final plat for the 4th <br />Addition was recorded. Staff had recommended approval of the vacation of the easement as well <br />as the plat for Oneka Place 4th addition, which was the next item on the agenda for consideration. <br />Staff had received a letter from Rich and Vicki Krivanek, 4717 165th Street, who had concerns <br />about additional drainage going on to their property, and they had questions on what would <br />happen if issues arose. Juba noted they had also spoken to the City Engineer earlier that day, and <br />it was understood they would be arranging a time to discuss it further. <br /> <br />Mayor Weidt opened the public hearing. <br /> <br />Lee Ann Steffens, owner of the property immediately north of the section at 165th Street and <br />Everton Avenue, stated there was no residence on the property, but she had the same concerns as <br />the resident at 4717 165th Street. She questioned what the drainage would look like on the <br />properties, what the impact statement was on the neighboring properties, and whether there was <br />any evaluation on those considerations. She also had issues regarding the alignment of Oneka <br />Parkway. She said she had the understanding that it was to align all the way to the east property <br />line. <br /> <br />City Engineer Mark Erichson responded that the drainage was evaluated on the whole site as part <br />of the review of the preliminary plat. The drainage that discharges to the north was analyzed, <br />and the rainfall events resulted in less drainage than the existing conditions. He stated that in all <br />cases, the rate, volume, and elevations would decrease the drainage to the north. Erichson offered <br />to meet them on site to go over the information in detail. <br />
