Applicant Tony Harmening stated things were moving along well. Financing was in place, but they would not be moving forward with building until COVID had settled. Petryk made motion, Klein seconded, to approve ORDINANCE 2020-500 AMENDING CHAPTER 90 (ZONING ORDINANCE) OF THE CITY CODE TO CLASSIFY CERTAIN LAND LOCATED SOUTH OF 147TH STREET AND EAST OF HIGHWAY 61 (FOREST BOULEVARD NORTH). Roll call vote – all ayes. Motion carried. Miron made motion, Klein seconded, to approve RESOLUTION 2020-22 APPROVING PUD GENERAL PLAN FOR ANTHONY HARMENING, FOR “SHORES OF EGG LAKE” ON PROPERTY LOCATED SOUTH OF 147TH STREET NORTH AND EAST OF HIGHWAY 61 (FOREST BOULEVARD NORTH) and RESOLUTION 2020-23 APPROVING PRELIMINARY PLAT REQUESTED BY ANTHONY HARMENING FOR “SHORES Of EGG LAKE” ON PROPERTY LOCATED SOUTH OF 147TH STREET NORTH AND EAST OF HIGHWAY 61 (FOREST BOULEVARD NORTH). Motion carried Approve Goodview Avenue North Trail Feasibility Study and SHIP Grant Parks Planner Shayla Denaway presented the Goodview Avenue North Trail Feasibility Study. She explained the project was similar to the project done last year at 130th Street and Hardwood Creek Trail. The City’s Trail Plan identified a proposed trail along Goodview Avenue North. This gap in the trail system was often discussed by Parks Commissioners, specifically between Egg Lake Road and Geneva Avenue North. In February, 2020, the City was awarded SHIP Funding through an active living partnership project with Living Healthy Washington County and the Statewide Health Improvement Program (SHIP). At their meeting of April 15, 2020, the Parks Commission recommended approval of a proposal from WSB for a feasibility study for this project. WSB had provided an estimate of $17,000 to include a wetland delineation, preliminary design, and project report. Ten-thousand dollars of this would be reimbursed by SHIP funds. A 10% match was required, and the funds must be spent by October, 2020. The Parks Commission had included $17,750 in their Parks Capital Improvement Plan for 2020 for this study. The wetlands would be delineated in the spring, stakeholders would meet in early summer, and the preferred trail design would be discussed before the end of October. A neighborhood meeting would also be held in August or September.
