Heartland Credit Union Site Plan and PUD Amendment <br />Page 5 <br />It is in staff’s opinion that the applicant has done a good job in complying with the spirit and intent <br />of the Victor Gardens PUD general plan. They have created a clear main entrance, incorporated <br />French architectural elements within the roof line and gables, and using similar materials to <br />existing buildings within the development by using the brick veneer and manufactured stone. Staff <br />will continue to work with the applicant on the color of materials and approval of the material <br />sample board is listed as a condition of approval. <br />Signage <br />There is an existing monument sign on site for the Victor Gardens development. The applicant <br />shows the monument sign remaining on site. <br />The applicant is showing on the plans a wall sign on the east and south sides of the building. The <br />applicant will need to apply for a sign permit and all details will be reviewed and approved at that <br />time. Although staff believes the general location of the sign is appropriate, the applicant will have <br />to meet the criteria in section 90-265 of the City Code, which requires individual pin mounted <br />channel lettering. No raceways are allowed. <br />Ponding and Stormwater Management <br />The applicant has submitted their Stormwater Management Plan for the proposed site and meets <br />the appropriate storage, rate control, treatment, and volume reduction for the overall development. <br />The project proposes to utilize an existing regional stormwater pond to meet ponding and <br />stormwater requirements. The existing pond is located in the southeast corner of Elmcrest Avenue <br />North and Rosemary Way and was designed to include the proposed Heartland Credit Union site. <br />The pond was recently surveyed to ensure the capacity of the pond is still adequate. The proposed <br />site fits within the original approved design for the overall Victor Gardens development and meets <br />the City’s stormwater management requirements. There is no stormwater reuse on site as there is <br />not a pond with capacity or within vicinity of the site to be reasonably feasible. <br />Utilities/Grading <br />Water service is available by connecting to the existing watermain on either the east side or the <br />north side of the proposed building and the sanitary sewer service will be extended from the <br />existing sanitary service stub on the east side of the proposed building. <br />Staff is currently working with the applicant to finalize the grading, site, and utility plans, <br />specifications, and details. The City will issue the drainage permit and construction plan approvals <br />once the remaining issues identified in the redline comments have been addressed. Staff has listed <br />this as a condition of approval. <br />Streets and Access <br /> <br />Access to the site is from Victor Hugo Boulevard. The applicant is proposing a one way drive aisle <br />around the west side of the building and meets all drive aisle width requirements. <br /> <br />
