Hugo City Council Meeting Minutes for June 15, 2020 <br />Page 4 of 5 <br /> <br />Approve Scheduling of Public Hearing on Bond Issuance for Monday, July 6, 2020 <br /> <br />Staff had been working with engineers and architects on designing a new public works facility at <br />Irish Avenue Park. Concurrently, administrative procedures needed to be followed if capital <br />improvement plan bonds were going to be issued to finance this facility. State statutes required <br />that a public hearing be held to take comment on the proposed capital improvement plan and <br />subsequent bond issuance. Adoption of the Consent Agenda approved a public hearing to be <br />held on Monday, July 6th at 7:00 p.m. at which the public is encouraged to participate. <br /> <br />Victor Place PUD Amendment and Site Plan <br /> <br />Planner Kendra Lindahl provided information on the request from Pratt Ordway Properties for <br />approval of a PUD amendment and site plan to allow construction of a single story, 13,879 <br />square foot office/retail building. The development would be primarily located on Lot 2, Block <br />1, Victor Gardens Commons and partially on Outlot A, Victor Gardens South Village. The two <br />parcels would be combined at the County following Council approval. A public hearing was held <br />at the Planning Commission on May 28, 2020, where they voted 4-2 to recommend approval of <br />the PUD amendment and site plan resolution without condition 5.a. that required the applicant <br />mirror the south roofline on the north elevation. The Commission was split 3-3 on the roofline <br />discussion. Residents that spoke at the public hearing were mainly concerned about traffic and <br />access, and staff will be following up with them separately. One letter had been received in <br />support of the project. Lindahl reviewed the proposed site plan and recommended approval of it. <br />She presented the elevations of the building and went into detail on the roof line explaining the <br />north elevation and the south elevation are not the same. Looking through the rooflines, you <br />could see the back of the other elevation. Staff had recommended the roofline be revised to <br />comply with the Victor Garden PUD standards, and the Planning Commission recommended to <br />approve as presented. <br /> <br />Applicant Len Pratt was in attendance with his partner John Ordway. Len explained the only <br />point of entry was on the south side of the building. The north side was on CSAH 8, and if you <br />looked at the elevation, the building sat below the road, and people drive at 45 miles an hour. He <br />said it was a subjective decision to leave as is, and the Planning Commission had concurred after <br />discussion. The building tenant would be KidsAbilities, who is currently a tenant of Pratt <br />Ordway in Shoreview and are in need of space. It was Pratt’s opinion the elevations looked <br />good. <br /> <br />Haas made motion, Klein seconded, to approve RESOLUTION 2020-28 APPROVING <br />PLANNED UNIT DEVELOPMENT (PUD) AMENDMENT AND SITE PLAN FOR “VICTOR <br />PLACE” (PID 19-031-21-24-0077 AND 19-031-21-23-0154). <br /> <br />Roll call vote – all ayes. Motion carried. <br /> <br />Recap on Lions Park Feasibility Study Workshop <br /> <br />Earlier this evening, Council held a workshop to review the Lions Park Feasibility Study as it <br />pertained to streets. Bear explained it was timely because the City may need to move forward <br />obtaining easements if they are needed for construction. He requested Council schedule a joint <br />workshop with the Parks Commission on Monday, June 29 or Wednesday, July 1.
