TGK Auto Site Plan Phase II <br />Page 2 <br />4. CONTEXT: <br />A. Surrounding Land Use and Zoning <br />The subject property is zoned General Business (C-2) and the land use is identified as <br />Commercial (COM) in the 2040 Land Use Plan. The properties to the north and south are also <br />zoned C-2. The property to the west, across Highway 61, is zoned General Industrial (I-3) and is <br />occupied by industrial users. The properties to the east are zoned Low Density Multiple Family <br />Residential (R-4) and are occupied by the Pineview Meadows Development. <br />B. Natural Characteristics of Site <br />The property is approximately 3 acres in size and has wetland on the northeast portion of the site. <br />There is an existing building on site. <br />5. SITE PLAN: <br />The applicant is requesting site plan approval for an approximately 2,900 square foot addition on <br />the existing auto repair building on site. <br />The application complies with the ordinance standards as follows: <br />Building Setbacks <br />The City Code requires a 30 foot front yard setback, 30 foot side yard setback, and 30 foot rear <br />yard setback. The site plan meets all setback requirements. <br />Parking <br />The City Code states that an auto repair business is required to have 1 parking space for every <br />250 square feet of floor area. There are 46 existing parking spaces on site. With this calculation <br />and the new proposed addition, the applicant is required to have 57 parking spaces for the retail <br />building. The applicant is proposing 69 parking spaces. <br />The site plan is showing 12 new parking spaces to the south, 12 new parking spaces to the east, <br />and 6 new parking spaces to the north. The applicant has stated that there is a need for the <br />additional parking. Staff is comfortable with the proposed parking with the condition that the <br />applicant provide additional landscaping on the east side of the site in order to adequately screen <br />the site from the residential neighborhood. <br />Building Coverage and Lot Coverage <br />The ordinance limits lot area to be covered by a building up to 40% and lot area to be covered by <br />impervious surface up to 70%. The building will cover 11 % of the lot and impervious surface <br />will be 44%. The proposed site plan complies with the coverage requirements. <br />
