Page 7 <br />an access permit from MNDOT and a permit to work within the right of way on Highway 61. <br />The access from Highway 61 for the first phase is proposed to be a full access with turn lanes. <br />There is already a full access designed for the site across from 146th Street that has been <br />permitted by MnDOT. In addition, the applicant is proposing shared parking for the entire PUD. <br />Staff is generally comfortable with shared parking based on the proposed uses. The applicant will <br />be required to record a shared parking and maintenance agreement benefiting of the properties to <br />the north and south. <br />MnDOT provided a comment letter on February 26, 2020. Comments within this review letter <br />will need to be addressed. Most of these comments are routine in nature, however the comments <br />related to traffic safety will require additional study. Since the northern access will require <br />geometric changes to TH 61, it will need to be reviewed through the Level 2 Layout review <br />process. This process will identify if the northerly access can be constructed as proposed and if it <br />can remain as a full access once the southerly entrance is constructed. Alternatively, if this access <br />is not approved by MnDOT, the applicant can access the restaurant site via a driveway <br />connection from the existing full access across from 146th Street. <br />The property owner to the north along Highway 61 has their driveway on the City owned <br />property. The applicant is working with the property owner on access to their property. <br />C. Site Plan — Cattle House Restaurant <br />Building Height <br />In the Central Business (C-1) zoning district the maximum building height is 35 feet. The <br />building at its highest dimension is proposed to be 22 feet and will meet the building height <br />regulation. <br />Landscaping <br />Based on the type and size of the proposed restaurant building and the dimensions of the site, the <br />landscaping plan should include a minimum of 13 deciduous shade trees, 7 coniferous trees, 7 <br />ornamental, and 44 shrubs. The applicant's landscape plan not only meets all of the City's <br />landscape requirements for a commercial use but exceeds the requirements. the applicant is also <br />preserving existing trees on the site. The landscaping surrounds the building with perennials and <br />has trees and shrubs located within the parking lot in the islands. There is a row of shrubs that are <br />lined along Highway 61 that provides a nice buffer between the sidewalk and parking lot. There <br />is also an evenly spaced row of trees proposed for the area along Highway 61. The remaining <br />greenspace on the property will be sod. <br />The downtown design guidelines state where parking is located along the street, it should be <br />landscaped and screened with a combination of fencing or wall plantings along the street edge. <br />The applicant has done a good job of creating a wall edge of shrubs and trees along the road, it <br />also created a landscaped edge between the sidewalk and the parking lot. The applicant is also <br />proposing decorative lighting along Highway 61. The applicant did not propose any landscaping <br />7 <br />
