Z OM <br />along the south property line surrounding the parking lot since the parking lot is planned to be <br />extended to the north for future development. <br />Sidewalks and Trials <br />The downtown design guidelines promote a pedestrian friendly downtown area. The site plan <br />does create a pedestrian friendly atmosphere by connecting the sidewalk along Highway 61 to a <br />proposed boardwalk and trail system along the lake. <br />The applicant has agreed to grant the City a trail easement along the lake which will be <br />constructed in the future as development occurs. The trail easement will be condition of site plan <br />approval. There are wetlands between the building and the lake and a boardwalk may need to be <br />constructed for a portion of the trail to avoid impact to the wetlands. <br />The boardwalks and dock will need to be reviewed and approved by the Technical Evaluation <br />Panel (TEP) and the MnDNR. The applicant is requesting PUD flexibility for the dock <br />construction regulations for the shoreland overlay district, however, until the dock is reviewed <br />and approved by the MnDNR staff is unsure what the dimensions will be approved. The <br />applicant will be required to obtain a permit of MNDNR prior to installation. <br />Lighting <br />The applicant has submitted a full lighting plan that includes decorative lighting for the site and <br />the building. The lights are The photometric plan provided does not meet the ordinance standard. <br />The lighting plans shall be revised and submitted to the City for review and approval by staff. <br />Architecture and Building Materials <br />The downtown design guidelines encourage new buildings to be designed with elements of <br />traditional main street design, Hugo's French trading post roots, or prairie style architecture. <br />Traditional main street style buildings usually have flat roofs with well defined roof lines. The <br />French trading post architectural elements include steeper or mansard roofs, open storefronts, and <br />exterior plaster with stone and brick. Prairie style architecture usually has hipped roofs with low <br />spreading deep overhangs. Prairie style architecture also has horizontal line design elements and <br />uses materials that can blend in with the natural environment. The applicant has designed the <br />building to be reflective of the prairie style architecture. <br />The building is designed with a large sloped roof that opens up to the lake with horizontal <br />cornice, accent elements, and windows reflective of prairie style architecture. The large overhead <br />glass doors open up the deck and the upper windows horizontal details are elements of prairie <br />style. The timbers and the "barnwood" like facade are elements that relate to the natural <br />environment. There is also stacked stone that is used on the building and there is significant <br />amount of glass on the eastside of the building overlooking the lake. <br />The downtown design guidelines encourage four-sided architecture, using the same quality <br />materials on all sides.
