Hugo Gardens <br />Page 7 <br />Trash/Recycling <br />The applicant indicates that each unit will have their own trash/recycling containers and <br />will be managed by the apartment manager. <br />Wetlands <br />The wetlands on site were delineated when the property was platted. There are no <br />direct wetland impacts proposed. However, the construction limits are shown at the <br />edge of the wetland where retaining walls are proposed. The developer will need to <br />work closely with City staff to design the retaining wall construction plan to ensure no <br />impact. <br />Grading/Drainage <br />The applicant is proposing to use stormwater management ponds to meet stormwater <br />requirements. The plan includes new ponds on the west side of Outlot B and on Outlot <br />D, LaValle Fields First Addition. The City engineer will continue to work with the <br />applicant to ensure that rate and volume control rates are being met. It appears that the <br />pond is being sized in order to provide stormwater management for the development, <br />Finale Avenue, and a small portion of Lions Park, however a breakdown of impervious <br />area will be needed to confirm. <br />The City is currently planning a water reuse system that would take stormwater from the <br />pond located in the northwest quadrant of Oneka Parkway and CSAH 8. This project is <br />proposed to irrigate the CSAH 8 median and boulevard areas, Lions Park, City Hall, <br />Finale Boulevards (new segment) and 147th Boulevards (new segment). To fulfill <br />infiltration requirements, Hugo Gardens is proposing to participate in the costs <br />associated with the water reuse project. Since this water reuse system will not be in <br />place at the time of project approvals, use of the credits generated from previous water <br />reuse projects could be used for this project. The Comprehensive Stormwater <br />Management Plan is currently being finalized and will be brought forward to the City <br />Council and Rice Creek Watershed District for approval. <br />The applicant is proposing to vacate the existing drainage and utility easement in the <br />west portion of the lot and provide new easements with the final plat. The existing <br />easement is for a stormwater pipe from the senior housing site that applicant will <br />relocate. The easement vacation application must be filed with the final plat application. <br />Utilities <br />The site is served by municipal sanitary sewer and water. Sanitary sewer is available at <br />the intersection of Finale Avenue and 146th Street and will be extended along the <br />proposed Finale Avenue alignment to serve the site. Water is currently located on the <br />southern portion of Finale Avenue and will be extended north along the proposed Finale <br />Avenue and connect to the existing watermain near the well house. <br />Access <br />The applicant is showing a 28-foot wide private drive serving the site (with 24-foot wide <br />driveways to access the units). There are three curb cuts on to Finale Avenue and staff <br />
