The materials <br />are a mixed of lap and board and batten fiber cement siding in white and grey with <br />grey stone and white flat panel concrete accents. Staff encourages the applicant to <br />expand the palette and provide additional colors to for variety to eliminate monotony <br />within the project. <br />• Four-sided design: Buildings are required to be designed in a manner where they <br />look like the same building on all sides. <br />The applicant is proposing a building that has been designed in a manner so that all <br />sides of the building look generally the same. There are no unfinished sides. Each <br />elevation contains doors, windows, and gables. Additionally, material treatments are <br />applied to all four sides equally. <br />• Building materials and design: Buildings are required to be constructed of high - <br />quality materials and a variation of building materials and accent materials are to <br />be used. The design guidelines require at least 25% of the building to be higher <br />quality materials (other than lap siding). <br />The plan shows 28-29.7% stone on the front and rear elevations and 21.6% stone on <br />the garage elevations. This complies with intent of the guidelines. The plans do not <br />show downspouts or gutters. These must be designed integral to the building and <br />must be submitted for review and approval by staff. <br />Final color palettes and physical material samples shall be provided to the City prior to <br />final approval. <br />The Downtown Plan & Design Guidelines were adopted in 2007 and provide additional <br />standards for development on this site. The standards are intended to create a <br />pedestrian friendly neighborhood and preserve the community character while allowing <br />high quality urban development. The developer worked with staff to try to orient the <br />buildings to Finale Avenue where possible and has incorporated building articulation with <br />2nd story balconies to create interest along the street as envisioned by the plan. <br />Garage dominated buildings are discouraged in this district and the developer has <br />oriented the buildings along the street so that the garages on are on the sides (not the <br />front of the buildings). The garage impact is further minimized by the use of decorative <br />garage doors that are designed as part of the building architecture. <br />One of the requirements is regularly placed street trees and streetlights to create an <br />urban edge. The landscape plan should be redesigned to better define this street edge, <br />which could be accommodated by regularly spaced street trees, decorative iron fencing <br />or other landscape elements. <br />Lighting <br />The ordinance requires lighting to consist of cut-off fixtures and for light cast on adjacent <br />property and roads not to exceed '/z foot candle measured at the property line or 1-foot <br />candle measured at the street's centerline. <br />
