Hugo Gardens <br />Page 5 <br />The maximum height of parking lot lighting adjacent to or within residential areas shall <br />be 20 feet. <br />The light fixtures submitted appear to comply with height and cutoff fixture standards, <br />however, the lighting plan does not match the revised site plan and must be revised and <br />resubmitted for City review. <br />Signage <br />No signage is proposed at this time. If signage is desired for the development, the <br />applicant must apply for a sign permit with details ensuring compliance with ordinance <br />requirements. <br />Parking <br />The City Code requires two spaces per unit plus one stall per five units. The site plan <br />shows single stall garages for each unit. The applicant has indicated that one parking <br />stall per unit would be provided in the garage and a second in the driveway. Driveways <br />are required to be a minimum of 22 feet long and must be dimensioned on the plans. <br />There are some areas on the north where driveways are located very close to the end of <br />private drives with a tall retaining wall. The developer must provide structural fencing or <br />bollards to ensure that that vehicles do not back over the wall. <br />Additionally, 29 guest parking stalls are provided where 17 are required. This meets the <br />ordinance requirements for number of units. However, the guest stalls are located in the <br />west and south portion of the site. Staff encourages the applicant to evaluate the <br />potential for locating some guest stalls closer to the two buildings on the north portion of <br />the site. <br />On street parking will be included on Finale Avenue. This intended primarily for park <br />users but will also be available for use by apartment guests and will provide an option <br />closer to the northern buildings than the current location of the guest parking on site. <br />No parking will be allowed on the private drives and the apartment contracts should <br />include language to this effect. As noted in the Multi -Family Development Design <br />Guidelines, garages should remain open for vehicle parking and the contracts should <br />address that as well. <br />That applicant shall ensure guest parking stalls comply with the Americans with <br />Disabilities Act. <br />The plans note that snow removal shall occur on site. The plans shall be revised to <br />identify snow storage areas. <br />Landscaping <br />Section 90-272 of the Hugo City code requires that all for apartment construction, all <br />areas not covered by building, parking, driveways, or impervious storage areas shall <br />be landscaped and maintained in accordance with Section 90-181.
