Resolution 2020-45 <br />Page 3 <br />I. Guest parking shall comply with the Americans with Disabilities Act as may be <br />applicable. <br />m. No parking will be allowed on the private drives. <br />n. The private drives must comply with City standards for private drives. <br />o. The plans must be revised to show snow storage areas on the plans. <br />p. The fire exhibit must be revised to show compliance with access requirements <br />using the City vehicle template and must include in the southern portion of the <br />site, which is not currently on the plans. <br />q. The proposed trail details must be updated for consistency. The plans show a <br />10-foot wide trail and the detail shows an 8-foot wide trail. The current trail on the <br />senior housing side is 9 feet, 4-inches wide in a 10-foot trail easement. Final <br />design shall be approved by the City. <br />Easement agreements must be obtained from the property at 14602 Finale <br />Avenue. <br />i. The applicant is responsible for ensuring that the emergency access <br />easement is obtained for access from this site to the driveway on the <br />senior apartment site. <br />ii. The applicant is responsible for ensuring that the trail easement is <br />obtained. <br />iii. All easements must be provided in recordable form. <br />iv. Access easements must be reviewed and approved by the City Attorney. <br />Upon City approval, the applicant shall file these documents at <br />Washington County. <br />s. No signage is proposed at this time. Should signage be desired, the applicant <br />must apply for a sign permit with details ensuring compliance with ordinance <br />requirements. <br />t. The developer shall provide the City with a copy of the draft apartment <br />agreement or similar document. The document should address the following: <br />i. No parking shall be allowed on the private drives. <br />ii. Private garages should remain open for vehicle parking. <br />iii. Trash and recycling will be individual unit containers and the contract will <br />be managed by the apartment manager. <br />u. The developer is responsible for improvements to Finale Avenue North, as <br />shown on the plans and amended with the resolution, from 146th Street North to <br />the north end of the right-of-way dedicated for Finale Avenue on the plat. The <br />entire length of the Finale Avenue North realignment through the project shall be <br />constructed with the first layer of bituminous prior to the issuance of a Certificate <br />of Occupancy for the 1 st building. <br />v. Park dedication shall be cash -in -lieu of land in the amount of $87,414.72 due at <br />the time of final plat. <br />
