Existing Site Characteristics <br /> <br />The property is 0.58 acres and consists of a 1,455 square foot single story building. The property <br />is generally flat and does not contain any wetlands. <br /> <br />4. BACKGROUND: <br /> <br />The City Council approved a site plan for the existing Hugo Good Neighbors Food Shelf <br />(HGNFS) in 2014. The HGNFS is now looking to expand their existing building to <br />accommodate their growth since opening. <br /> <br />5. ANALYSIS: <br /> <br />A. Level of City Discretion in Decision-Making <br /> <br />The City’s discretion in approving or denying a site plan is limited to whether or not the <br />proposed project complies with the Comprehensive Plan and Zoning Ordinance requirements. If <br />it meets these standards, the City must then approve the site plan. <br /> <br />B. Site Plan <br /> <br />The application complies with the ordinance standards as follows: <br /> <br />Building Setbacks <br /> <br />The proposed addition meets all building setback requirements for the I-3 zoning district. <br /> <br />Building Height <br /> <br />The maximum height permitted is 50 feet and the site plan conforms to this standard. The <br />proposed height is approximately 16 feet. <br /> <br />Building Coverage and Lot Coverage <br /> <br />The maximum building coverage permitted is 40% and maximum lot area to be covered by <br />impervious surface is 80%. The site plan meets these standards with 7.3% of building coverage <br />and 40.9% of impervious surface coverage. <br /> <br />Landscaping <br /> <br />Section 90-181 of the Zoning Ordinance provides landscaping requirements for commercial <br />development. The site plan includes tree and shrub locations and species. <br />
