Feasibility Report <br />2021 Downtown Improvements <br />City of Hugo, MN <br />WSB Project No. 015887-000 Page 6 <br />Storm sewer along 147th Street will be analyzed and sized in order to meet State Aid requirements. <br />Additionally, the extension of 147th Street will require fill within the floodplain which will be mitigated for in <br />the outlot north of the intersection of Oneka Parkway and future 147th Street. The ditch crossing under <br />future 147th Street is within the floodway and will be sized using the DNR’s hydraulic model for the area. <br />This crossing will also require a permit with RCWD since it will be within Judicial Ditch 3. <br />Stormwater management for the project is provided by previously constructed stormwater management <br />basins, one of which was constructed with the adjacent Hugo Gardens development and the other at the <br />intersection of CSAH 8 and Oneka Parkway. The Hugo Gardens basin was oversized so that the City <br />could utilize the additional storage to meet its stormwater management requirements for this project and <br />the improvements to Lion’s Park. Sumps will be placed on the last accessible structures prior to discharge <br />in order to provide pretreatment and initial sediment capture. <br />4.3 Utility Improvements <br />The project area is currently served by watermain and sanitary sewer that meets City standards. No <br />replacement or new construction of sanitary utilities is proposed with this project. Minor sanitary sewer <br />repairs are necessary as part of the proposed project based on review of the sanitary sewer televising. <br />An existing six-inch (6”) watermain on Fitzgerald Avenue between 147th Street and Upper 146th Street will <br />be replaced with an eight-inch (8”) watermain as part of the project. Several properties are served by this <br />main and will require service reconnections as part of the main replacement. <br />In addition, the existing hydrants within the project area that do not have shut off gate valves will be <br />replaced with new hydrants that meet City standards. No other replacement or new construction of <br />watermain or services are proposed in this project. <br />4.4 Coordinated Projects <br />4.4.1 Lions Park Construction Coordination with the 2021 Street Improvement <br />Project <br />The Hugo Lions Park project includes full redevelopment of the existing park site to include the <br />expanded property to the west as a result of the new Finale Avenue alignment. The new park site <br />design is reflective of the City of Hugo’s vision of creating a community destination park meant to <br />be a space for gatherings, events and celebrations. The primary development areas are located <br />along the perimeter of the park and surround an interior open lawn space. <br />Park site improvements include: <br />A strategically aligned park pavilion building opposite of City Hall that will include indoor <br />meeting rooms and support spaces such as restrooms, staff room and a serving kitchen. <br />Numerous outdoor gathering spaces surround the new pavilion building. <br />A destination inclusive playground meeting the needs and desires of multiple age groups, <br />abilities and challenge levels. <br />An active use court area containing a single tennis court, double pickleball court, half <br />basketball court and some outdoor fitness equipment. <br />A relocated skate park to be placed on a concrete pad with the potential to create a more <br />custom skate feature in the future. <br />The proposed building improvements within the park will require water and sanitary sewer <br />services. The installation of these services will be completed during the adjacent street <br />reconstruction.
