Feasibility Report <br />2021 Downtown Improvements <br />City of Hugo, MN <br />WSB Project No. 015887-000 Page 7 <br />A bituminous ten-foot (10’) wide trail is shown along 147th Street and extending down Fitzgerald <br />Avenue to connect to the existing Hardwood Regional Trail along the north side of City Hall. <br />Numerous concrete walks extend around the park perimeter and provide connection to the new <br />amenities. These are primarily six-foot six-inches (6’6”) in width with varying widths around the <br />pavilion. <br />The parking lot between City Hall and the new pavilion is being redeveloped with expanded <br />parking opportunities in the lot, as well as along the side streets with a mixture of parallel and <br />pull-in style parking stalls. An off-street parking lot is identified in the northwest corner of the park. <br />The City hall parking lot and northwest Lions Park parking lot areas are proposed to be included <br />with the street improvement project bid package. Contractor coordination, similar nature of <br />improvements and construction staging will be improved with these aspects of the project being <br />included in the street improvement project bid package and will yield better bid pricing. Costs for <br />the parking lots are not included in this feasibility study but are included in the preliminary cost <br />estimates for the Lions Park Improvements. <br />4.4.2 CSAH 8 Water Reuse System Coordination with the 2021 Street <br />Improvement Project <br />The City of Hugo is proposing to construct a CSAH 8 stormwater reuse system that connects to <br />the existing irrigation system along the length of CSAH 8 west of TH 61. Other areas proposed to <br />be served by this water reuse system are 147th Street North, Finale Avenue, City Hall, Keystone <br />Place, Hugo Gardens and Lion’s Park. The proposed improvements to extend the reuse system <br />will include the installation of approximately 1,600 feet of non-potable watermain. Grant funding <br />for this portion of the project has been secured through the Rice Creek Watershed District, <br />Metropolitan Council, and the Minnesota Board of Water & Soil Resources (BWSR). <br />The portions of the trunk water reuse facility that lie within the 2021 Street Improvement project <br />area are proposed to be included in the 2021 Street Improvement Project bid package to aid in <br />coordination of work taking place in the area and reduce costs. Cost for these water reuse efforts <br />are not included in this feasibility study. Costs for these improvements are included in the overall <br />CSAH 8 water reuse estimates and will be funded by grants received and the City’s stormwater <br />fund. <br />4.5 Right-of-Way/Easements <br />Easements will be required along the east end of 147th Street to allow for reconstruction to Minnesota <br />State Aid Standards. The easements on the north side of 147th Street will include both permanent and <br />temporary form. Temporary easements will be required along the south side of 147th Street east of <br />Fitzgerald Avenue and along both sides of Fitzgerald Avenue from 147th Street to 146th Street to facilitate <br />construction where existing right-of-way is constrictive. Discussions with property owners has begun and <br />will continue should the project move forward. <br />4.6 Permits/Approvals <br />The anticipated permits and approvals required, and the respective regulatory agencies are listed below: <br />City of Hugo............................................................................RCWD Permit/Wetlands <br />Rice Creek Watershed District (City) .............................................
