When a community does not have SL PUD <br /> standards in its SL ordinance, DNR is required to approve SL PUDs to make sure they meet the SL PUD density and open <br /> space requirements. <br /> <br />The last time that DNR reviewed and approved Hugo’s SL ordinance was in 1995 (see attached approval letter and <br /> Hugo’s 1995 SL ordinance). At that time, the City’s SL ordinance contained the SL PUD standards. In 2004, area <br /> hydrologist Travis Germundson contacted the City of Hugo to state that the City’s SL ordinance was no longer <br /> substantially compliant with state standards (see attached). I don’t think any action has been taken since 2004 to get a <br /> compliant ordinance in place. <br /> <br />So, there is a need to look at Hugo’s latest SL ordinance (attached) for compliance with state SL standards and update <br /> the language for approval by DNR. The first step in the review is to compare the City’s current SL standards to DNR’s SL <br /> ordinance review checklist (attached), to see what language is in and what language is not in the current City <br /> ordinance. If all of the language is within one ordinance, this is pretty straightforward; if the SL standards are <br /> embedded in other city code, it’s harder. If the SL ordinance is a standalone ordinance, the model ordinance can be <br /> used as a template for an updated City SL ordinance, making the whole process a lot easier. <br /> <br />Would you like to visit first by phone to discuss approach, or would you like to set up an in-person meeting?
