G.9 Approve Resolution Approving the Encroachment Agreement for Octavio Chung <br />Bustamante and Mary Chung - 4958 142nd Circle North <br /> <br />Octavio Chung Bustamante and Mary Chung have requested an encroachment agreement to <br />allow construction of a fence within a drainage and utility easement on property located at 4958 <br />142nd Circle North. Staff has reviewed the request and recommends that the City Council <br />approve the encroachment agreement. <br /> <br />G.10 Approve Public Works Summer Seasonal Employees <br /> <br />Staff is requesting authorization to re-hire seasonal employees for the public works <br />department. In the 2021 General Fund Budget, Council approved funding for six seasonal <br />employee positions. All six seasonal employees from last year wish to return. Seasonal Public <br />Works Employees assist with mowing, garbage/litter removal, park maintenance, boulevard <br />maintenance and general public works maintenance. Staff recommends Council re-hire the <br />seasonal staff from last summer. <br /> <br />G.11 Approve Resolution Adopting Water and Sewer Pro-Forma Financial Guide for 2021 <br /> <br />In 2018, the City Council adopted a resolution approving a pro-forma financial guide for water <br />and sanitary sewer operations and established service rates. The Finance Department was <br />directed to update the financial guide and review service rates on an annual basis going <br />forward. The Finance Director has updated the pro-forma for the 2021 fiscal year and <br />recommends no changes to the rate schedule. Staff recommends Council approve the resolution <br />adopting the pro-forma financial guide for water and sanitary sewer operations for the 2020 <br />fiscal year. <br /> <br />G.12 Approve Purchase of Easement on Atkinson Property – 147th Street <br /> <br />As part of the new Public Works Facility project, 3 phase electrical power is required and <br />currently being installed. Public Works staff has worked with Xcel Energy to find the most cost <br />effective way to provide this power to the new building. The best route involves installing an <br />underground electrical mainline across the Atkinson property located on the south side of 147th <br />St. N. (north of Irish Avenue Park). Xcel Energy has drafted an easement document (see <br />attachment) and City Staff has negotiated a price of $8,000 with Mike Atkinson for the purchase <br />of the easement. City staff recommends Council approve the purchase of a utility easement from <br />Atkinson for the installation of 3 phase power to the new Public Works Facility. <br /> <br />G.13 Approve Reduction in Cash Escrow for Hugo Gardens <br /> <br />The Hugo Gardens Project has had grading and utility work completed to date and the Hugo <br />Garden Apartments, LLC. is requesting a reduction in the cash escrow. The current amount of <br />cash escrow for the Hugo Gardens Project is in the amount of $2,160,007. Staff has inspected the <br />work completed to date and recommends Council approve the reduction in cash escrow to <br />$2,145,757 based on the value of work remaining to be completed. <br /> <br /> <br /> <br />
