G.14 Approve Pay Voucher No. 3 from Scandia Trucking, LLC for JD2 Ditch Maintenance <br /> <br />The City of Hugo received a pay voucher from Scandia Trucking, LLC. for approval of its <br />third pay request for the 2019-2021 maintenance on Judicial Ditch #2. City staff has reviewed <br />the pay request and found it to be satisfactory for work completed to-date. Approval of the <br />consent agenda approved partial payment to Scandia Trucking, LLC. in the amount of <br />$72,495.45. <br /> <br />G.15 Approve Pay Voucher No. 6 from Ebert Construction for New Public Works Facility <br /> <br />Ebert Construction has submitted Pay Voucher No. 6 for payment for the City of Hugo Public <br />Works Facility project in the amount of $23,191.51. The quantities completed to date have been <br />reviewed and agreed upon by the architect, contractor and City staff. The amount indicated <br />above reflects the work certified through March of 2021, with a 5% retainage applied. Total <br />retainage being held for the project to date is $58,041.95. Staff recommends the City Council <br />approve payment request No .6 in the amount of $23,191.51 to Ebert Construction. <br /> <br />G.16 Approve Pay Voucher No. 14 from CB&I, LLC, for Water Tower No. 4 <br /> <br />CB&I submitted Pay Voucher No. 14 for work certified through December 2, 2020, on the Water <br />Tower No. 4 project. Staff recommends Council approve payment in the amount of $107,131.07 <br />to CB&I, LLC, for the Water Tower No. 4 Improvement Project. <br /> <br />J.1 Approve Site Plan, CUP, Property Line Adjustment, and Development Agreement for <br />New White Bear Lake Elementary School <br /> <br />The White Bear School District is requesting approval of an approximately 100,000 square foot <br />elementary school and gymnasium, associated ball-fields, playground, and walking trails. At its <br />March 25, 2021, meeting the Planning Commission held a public hearing and considered the <br />requests. There was one resident that spoke during the public hearing and asked about buffering <br />her property from the trail that extends to 157th Way North. The school district stated they <br />would work with the resident. The Planning Commission liked the site plan layout and the <br />architecture of the building. They all agreed is a good addition to the community and they looked <br />forward to the school opening. The Planning Commission unanimously recommended approval <br />of the resolutions approving the site plan, CUP, and property line adjustment for the White Bear <br />Lake School District. Staff recommends approval of the development agreement. <br /> <br />J.2 Northeast Youth & Family Services Update and Discussion on Contract <br /> <br />Northeast Youth and Family Services (NYFS), located in White Bear Lake, has been providing <br />counseling services to youth and families in the City of Hugo for over 20 years. President and <br />CEO Tara Jebens-Singh will be in attendance remotely to provide information on services <br />provided by them to Hugo’s residents. Staff recommends Council ask any questions they may <br />have on the services provided by NYFS and consider approval of the service contract. <br /> <br />J.3 Discussion on Short Term Rental Ordinance <br /> <br />Staff has received a complaint on a short term rental facility that is advertised on the website <br />Vacation Rentals by Owner (VRBO). The Washington County Sheriff’s Department has also
