Lions Park Site Plan <br />Page 3 <br />the property to the west is zoned PUD and is occupied by the Hugo Gardens Apartments. Hugo <br />City Hall is located east of Lions Park and shares a parking lot with the park. <br /> <br />B. Natural Characteristics of Site <br /> <br />The property is currently occupied by the existing Lions Park shelter, playground, and associated <br />ball fields. The site is relatively flat and does not contain any wetlands. <br /> <br />5. ANALYSIS: <br /> <br />A. Site Plan <br /> <br />The site plan complies with the ordinance standards as follows: <br /> <br />Building Setbacks <br /> <br />The proposed building meets all setback requirements in the Central Residential (CR-3) zoning <br />district. The minimum front yard building setback is 25 feet. The front entrance of the pavilion is <br />located on the south side of the site and has a building setback of approximately 45 feet. <br /> <br />Building Height <br /> <br />The height of the building complies with the 35 foot maximum height in the CR-3 zoning <br />district. <br /> <br />Building Coverage and Lot Coverage <br /> <br />The site plan complies with the City ordinance for building and lot coverage. <br /> <br />Parking <br /> <br />The parking ordinance does not outline specific parking requirements for a park pavilion <br />however, any use not assigned in the parking ordinance shall be assigned a parking requirement <br />by the community development director as stated in the City Code. <br /> <br />There are four designated parking areas located on the site plan and a total of 175 parking spaces. <br />There are 56 parking spaces in the northwest corner of the site that provide access to trails and <br />sport courts. There are 16 parking spaces along the south entrance of the park pavilion. The east <br />side of the site will have nine parallel parking spaces. Lions Park will also share a parking lot <br />with Hugo City Hall. The existing City Hall parking lot will be reconstructed and expanded to <br />include 94 parking spaces. Included in the overall parking plan are 13 handicap parking spaces. <br /> <br />The applicant determined the number of parking spaces by evaluating the use of City Hall, the <br />capacity of the proposed park pavilion, and overall amenities at the park site. Staff is comfortable <br />with the proposed parking and believes that parking needs will be adequately met. <br /> <br />
