The <br />proposed land dedication of .45 acres satisfies 52% of the requirement. The remaining should be <br />satisfied with payment of 48% of the fee ($1,152 per unit) which would total $46,080 with 40 <br />units. <br /> <br />This development is in Neighborhood Park Service Area 10 which includes Oneka Lake Park, <br />the Bernin property, and DNR boat launch. Oneka Lake Park is .6 miles distance from the <br />neighborhood. The case could be made that due to the density in the immediate neighborhood, <br />additional park amenities are desirable. The neighborhoods to the south and west would have <br />easy access to the park. <br /> <br />The Existing and Proposed Trails Map does not show a trail in the area. Sidewalks are required <br />to be built in developments with lots less than 80’ wide (Sec. 90-336). The developer is showing <br />sidewalks to be constructed along 150th Street and adjacent to the private drive. These would <br />connect to the existing sidewalk on Generation Avenue to the south and eventually the trail on <br />Oneka Lake Boulevard. The developer is also showing a walking loop in the interior of the <br />development around a storm water pond. <br /> <br />At its April 21, 2021, meeting the Parks Commission considered the request. They recommended <br />approval of the land dedication of the .45 acre park and payment of fees. They also <br />recommended that the developer grade the site and install the sidewalk through the park with the <br />first phase of the development. Staff will continue to work with the applicant on the exact <br />location of the sidewalk through the park. <br /> <br />Grading/Stormwater Management <br /> <br />Grading is proposed in the drainage and utility easement area on the properties directly to the <br />north to expand the size of this stormwater pond. Staff will need to continue to work with the <br />applicant on the detailed grading of this pond to minimize impacts. The developer is working <br />with the property owners to the north. <br /> <br />The stormwater water requirements are proposed to be met through the use of water reuse and <br />the purchase of volume reduction credits from the City. With the current proposed stormwater <br />management onsite, 53% of new/reconstructed impervious (1.8 ac) is not treated onsite which <br />requires the purchase of 3.1 volume reduction credits. At $8,250 a credit, the total credit <br />purchase cost is calculated to be $25,575. <br />
