Oneka Lake Reserve Pre Plat and PUD Page 8 <br /> <br /> <br />Stormwater Reuse <br /> <br />Stormwater reuse is proposed for the development. The applicant is proposing to use the ponds <br />in the central area of the development. Water reuse has been evaluated for the pond internal to <br />the site, however the larger basin to the north is has much larger volume and will be required to <br />be evaluated for suitability as the source for stormwater reuse. Detailed plans for the stormwater <br />reuse system shall be reviewed and approved by staff. A stormwater reuse agreement shall be <br />recorded at Washington County. <br /> <br />Homeowners Association <br /> The City requires each townhouse development to have an organized homeowner’s association <br />with written covenants describing each member’s responsibilities, singly and jointly. The <br />developer has not provided a draft of the association documents. Among a number of other <br />items, the document shall state that the association will be responsible for maintenance of the <br />shared drives. The association documents must be reviewed by the City Attorney and recorded <br />with the final plat. <br /> <br />Preliminary Plat <br /> <br />The preliminary plat consists of 40 townhomes lots and 1 outlot. Staff recommends the public <br />park also be an outlot. <br /> <br />Utilities <br /> <br />Water service is available to the development from an existing 8” water service stub extending <br />north from the intersection of 150th Street North and Generation Avenue North. The applicant <br />will be required to create an 8” loop within the development for residential service and fire <br />protection. There is one proposed building with four units abutting 150th Street North will be <br />serviced with four existing individual residential water service stubs. <br /> <br />Streets and storm sewer are proposed to be private, however sanitary sewer and watermain will <br />be public and contained within drainage and utility easements. <br /> <br />Sanitary sewer service is available to the site from an existing 8” sanitary service stub extending <br />north from the intersection of 150th Street North and Generation Avenue North. There is one <br />proposed building with four units abutting 150th Street North that will be serviced with four <br />existing individual residential sanitary service stubs. <br /> <br />Building Materials/Design <br /> <br />On December 19, 2005, the City adopted Multi-family Development Design Guidelines. The <br />intent of the guidelines is to articulate the vision of the City and ensure high quality multi-family <br />units are constructed. These guidelines are to be utilized with the existing requirements. The <br />guidelines will be discussed below. <br /> <br />
