Centra North, LLC – IUP for The Meadows at Hugo <br />The Hugo City Council reviewed and approved the preliminary plat and PUD for 87 single <br />family residential lots for The Meadows at Hugo at its March 1, 2021 meeting. The development <br />is generally located north of 159th Street North and east of Farnham Avenue North. The sign <br />ordinance allows temporary off-site directional signs for residential developments that do not <br />have frontage on an arterial road. <br /> <br />3. CONTEXT: <br /> <br />A. Surrounding Land Use and Zoning <br /> <br />The surrounding properties are also zoned Single Family Detached Residential and guided as <br />Medium Density Residential (MD) in the 2040 Land Use Plan. The properties east of Highway <br />61 are zoned General Business (C-2) and guided as Commercial. The property is adjacent to the <br />Hardwood Creek Regional Trail and is generally located west of Highway 61 and north of 159th <br />Street North. <br /> <br />B. Existing Site Characteristics <br /> <br />The property is 0.87 acres and there is an existing single family home on site. <br /> <br />4. ANALYSIS: <br /> <br />A. Level of Discretion in Decision Making <br /> <br />The City’s discretion in approving or denying an Interim Use Permit is limited to whether or not <br />the permit meets the standards outlined in the City Code. If it meets these standards, the City <br />must approve the interim use permit. <br /> <br />B. Sign Criteria <br />The purpose of interim use permits is to allow a use under certain conditions that would <br />otherwise not be allowed under the zoning regulations, but because of its temporary nature may <br />be acceptable. Temporary off-site directional are allowed by interim use permit for residential <br />developments if the following conditions are met: <br />1. The development does not have frontage on an arterial road <br />The Meadows at Hugo development is not located on an arterial road and is accessed from <br />Farnham Avenue North. <br />2. Each development is limited to one sign <br />The approval is for one off-site sign located at 5850 159th Street North. <br />3. The sign shall be removed when 90% of the lots are purchased <br />The sign shall be removed when 78 of the 87 lots have been sold or when the IUP expires.
