Acres of Bald Eagle <br />Page 7 <br /> <br /> <br />The utilities would need to be extended past several properties that are not included in the in the <br />sketch plan. The applicant has been meeting with the surrounding property owners and has <br />indicated that some of the property owners are interested in connecting to municipal sewer <br />and/or water if they were to become available, with possible assessments. In this case, the <br />construction cost would be paid with assessments. <br /> <br />In April staff held a neighborhood meeting to gage interest from the adjacent properties to <br />construct a public improvement project for sewer and water with assessments to those properties. <br />Staff provided high-level cost estimates for the assessments for the project. There were several <br />questions from the property owner on the project and assessments. The neighborhood meeting <br />went well and there were several properties owners interested a public improvement project with <br />assessments. There was general consensus to move forward with the public improvement project. <br />A public hearing for the public improvement project with assessments is scheduled for Monday, <br />July 19, 2021, at 7 pm at the City Council meeting in the City Hall Council Chambers. <br /> <br />The developer will be responsible for the any improvements that are required with the <br />development, including the paving of 121st Street. If the development does not move forward, <br />the public improvement project will not move forward. Further, in order for the public <br />improvement to move forward the developer shall execute the development agreement and final <br />plat, and pay all fees including the cost of improvements that are required for the development, <br />including the paving of 121st Street. If the public improvement project does not move forward, <br />the developer will be required to construct and pay for all of the improvements required for the <br />development. <br /> <br />Drainage/Grading <br /> <br />The proposed plans are consistent with City storm water management requirements with regard <br />to the building elevation, storage, treatment, and infiltration. Staff is working with the applicant <br />to make a few minor modifications to the storm water management plans; however, none of the <br />modifications will require a change in the overall plan. The ponds are also being excavated for <br />soil to construct the pad sites for the homes in the development. Additional detailed comments <br />on the drainage design and stormwater management system have been provided to the applicant <br />and will need to be addressed as the project moves forward. <br /> <br />Staff recommends that the grading proposed close to the north and east adjacent property lines be <br />moved away from the adjacent properties to ensure there is not damage to existing trees in that <br />area. Staff will continue to work with the applicant on this dimension and it is included as a <br />condition of approval. <br /> <br />Stormwater reuse is not proposed for this development as there are only infiltration basins <br />proposed and they will not hold enough water for a stormwater reuse system. <br /> <br />Park Dedication <br />
