<br /> <br /> <br />Feasibility Report <br />121st Avenue and Acres of Bald Eagle <br />Utility & Street Improvements Project <br />City of Hugo, MN <br />WSB Project No. 018363-000 Page 4 <br />3 EXISTING CONDITIONS <br /> <br />3.1 Street <br /> <br />The Existing roadways in the project area include 121st Street between Everton Avenue on the west end <br />and Falcon Avenue on the east end. 121st Street is a narrow aggregate surfaced rural roadway that <br />varies in width from eighteen (18) to twenty (20) feet. There is a combination of dedicated right of way <br />segments on 121st Street with segments where the City has statutory user authority or prescriptive rights <br />due to maintenance activities for at least a six-years period. The roadway drainage is by a ditch system <br />along most of the roadway length. <br /> <br />3.2 Private Utilities <br /> <br />Private utilities that have facilities along 121st Street include the following: <br /> <br />▪ Cable network facilities <br />▪ Telephone/Communications facilities <br />▪ Gasmain <br />▪ Electric <br />▪ Fiber Optic <br /> <br />Private utilities are located overhead on poles and underground along both the north edge and south <br />edge of 121st Street. <br /> <br />3.3 Sanitary Sewer <br /> <br />Existing City sanitary sewer is in Everton Avenue North, and the existing properties with access on <br />Everton Avenue have sewer services to their properties already. <br /> <br />There is currently no sanitary sewer in 121st Street or Falcon Avenue in the project corridor. <br /> <br />The Metropolitan Council has a 42-inch diameter interceptor sewer crossing 121st Street approximately <br />700 feet east of Everton Avenue. The interceptor sewer is about 20-feet deep to the flowline according to <br />records. <br /> <br />3.4 Watermain <br /> <br />There is an existing 12-inch watermain is in Everton Avenue North, and the existing properties with <br />access on Everton Avenue have water services. There is an existing 12-inch watermain stub extending <br />east of Everton Avenue in 121st Street about 48 feet. <br /> <br />Other than the stub from Everton Avenue there is no other watermain in 121st Street and no watermain in <br />Falcon Avenue in the project corridor. <br /> <br />
