In order to be eligible, the de-
velopment must meet a list of highly desirable
development criteria such as a restaurant user
or event center. The Economic Development
Authority decided to market the property in a
specific way to attract the type of development
they feel the City could benefit from.
In October 2020, Denny Trooien, of Dennis
Properties, presented a downtown Hugo con-
cept plan to the EDA in hopes to enter into
a purchase agreement with the City. The con-
cept plan proposes a mixed use development
that would capitalize on the lake shore scen-
ery of the property. The plan includes spaces
for restaurant and retail users and promotes
walkability. The EDA and City Council have
approved the purchase agreement and are
excited to work with Dennis Properties as they
move forward with their concept plan.
2021 Downtown Street Improvement Project
The City is undergoing an approximately
$3.6 million street improvement project
in the downtown area.
