White Bear Lake School District Elementary School <br />Page 3 <br />from a state highway, county road, or city collector street. The school's principal access is from <br />Highway 61. The project meets the spirit and intent of the ordnance. <br />3. The proposed use is compatible with the city's comprehensive plan, and the character of the <br />surrounding area. <br />The property is guided as Low Density Residential in the 2040 Comprehensive Plan. The types <br />of development anticipated to be located in this area include among single family homes, <br />schools, and trails. Elementary schools are commonly located in residential neighborhoods. The <br />Peloquin Industrial Park is across Highway 61 is which includes larger industrial buildings. The <br />school is compatible with the comprehensive plan and character of the surrounding areas. <br />4. The proposed use has adequate drainage, water supply, electrical, gas, and sewage <br />treatment facilities. <br />The school will have adequate drainage, water supply, electrical, gas, and municipal sewer <br />service. <br />S. The proposed use has adequate road access, and does not reduce the safety or capacity of the <br />public road system. Road access shall be no lower than the regional flood elevation. <br />The access to the school will be from Highway 61. Highway 61 is controlled by MnDOT. The <br />applicant has been working with MnDOT and Washington County on the access location and <br />intersection improvements that will include a traffic signal and corresponding turn lanes. The <br />school has adequate road access. <br />6. The technical evaluation of the floodplain, if required, accurately represents the conditions <br />and boundaries of the floodplain area, as well as correctly represents the proposed use's <br />impact on the floodplain. <br />There is floodplain is located on the west portion of the site and are not proposed to be impacted. <br />7. The proposed use may not create a danger that materials maybe swept onto other lands, or <br />downstream to the injury of others, or block bridges, culverts, or other hydraulic structures. <br />The site is not located adjacent to the public waters. <br />8. The proposed use will not damage or reduce the benefits the public receives from public <br />waters. <br />The site is not located adjacent to the public waters. <br />9. If located in the shoreland overlay district, the waterbody will be able to safely accommodate <br />the number, type, and uses of the watercraft the project will generate. <br />The site is not located in the shoreland overlay district. <br />10. If located in the shoreland overlay district, all structures and facilities are screened from <br />view from public waters. <br />
