Lions Park Site Plan Planning Commission <br />Page 3 April 8, 2021 <br />Building Coverage and Lot Coverage <br />The site plan complies with the City ordinance for building and lot coverage. <br />Parking <br />The parking ordinance does not outline specific parking requirements for a park pavilion <br />however, any use not assigned in the parking ordinance shall be assigned a parking requirement <br />by the community development director as stated in the City Code. <br />There are four designated parking areas located on the site plan and a total of 175 parking spaces. <br />There are 56 parking spaces in the northwest corner of the site that provide access to trails and <br />sport courts. There are 16 parking spaces along the south entrance of the park pavilion. The east <br />side of the site will have nine parallel parking spaces. Lions Park will also share a parking lot <br />with Hugo City Hall. The existing City Hall parking lot will be reconstructed and expanded to <br />include 94 parking spaces. Included in the overall parking plan are 13 handicap parking spaces. <br />The applicant determined the number of parking spaces by evaluating the use of City Hall, the <br />capacity of the proposed park pavilion, and overall amenities at the park site. Staff is comfortable <br />with the proposed parking and believes that parking needs will be adequately met. <br />Lighting <br />The ordinance requires outdoor lighting within residential zoning districts to be shielded or <br />controlled so as not to light adjacent property at an intensity exceeding one -quarter footcandle as <br />measured at the property line. <br />The applicant is proposing a combination of wall mounted LED fixtures and bollards throughout <br />the site. The lighting will light the trails and walkways throughout the park, the playground, and <br />parking areas. Staff is comfortable with the lighting plan but will continue to evaluate the <br />proposed lighting to ensure that it is compliant with ordinance requirements. <br />Landscaping <br />Section 90-181 of the Zoning Ordinance provides landscaping requirements for developments. <br />The site plan exceeds the ordinance requirements and consists of a variety of tree species, shrubs, <br />grasses, and perennials. The applicant has incorporated landscaping around park entrances, <br />parking areas, and the playground features. Additionally, natural landscaping elements will be <br />incorporated into playground play features. The applicant has also included landscaping that will <br />coordinate with the entrance into City Hall. Staff is comfortable with the proposed landscaping <br />and will require the applicant to gain final approval with submittal of a building permit. <br />
