Lions Park Site Plan <br />Page 4 <br />Architecture and Building Materials <br />Planning Commission <br />April 8, 2021 <br />In August 2011, the City Council adopted the Commercial and Industrial Design Guidelines. The <br />guidelines allow flexibility on four-sided architecture for industrial buildings. The design of the <br />building meets the intent of the guidelines. <br />The design of the pavilion includes large overhangs on the north, east, and west sides of the <br />building that are intended to blend the indoor and outdoor uses of the pavilion. The north side of <br />the pavilion features an extended overhang that opens into Lions Park. The extended overhang <br />area is directly adjacent to the interior large community gather room and is a covered, <br />multipurpose area that can be used for performances and larger community gatherings. An <br />additional outdoor pavilion is planned on the west side of the pavilion and is a transitionary space <br />between the building and playground area. <br />The overhangs on the building are key features that emphasize the prairie style architecture of the <br />building, which is an encouraged style within the Downtown Design Guidelines. Principles of the <br />Downtown Design Guidelines also include preserving and enhancing the character of Downtown <br />Hugo and expanding civic space and uses around City Hall. The Lions Park site plan meets the <br />intent of the Downtown Design Guidelines. The base of the pavilion is brick with featured <br />limestone areas underneath the windows. Above the brick will be a metal panel that compliments <br />the brick base and coordinate with the canopies. There will be wood exterior soffit to match the <br />interior of the building. The same brick and limestone will be used in other areas of the site as to <br />have a cohesive design aesthetic throughout the Lions Park. <br />Streets and Access <br />The park can be accessed from Finale Avenue N, Upper 1461h Street N, and Fitzgerald Avenue N. <br />The City of Hugo is undergoing an approximately $3.6 million street improvement project in the <br />downtown area, including the streets surrounding Lions Park. Access to the park will be greatly <br />improved as part of the Lions Park and Downtown Improvement Projects. The interior park <br />pedestrian movements are easily made with the combination of sidewalks, trails, and open space. <br />A trail will also be installed along 1471h Street North, making a complete trail connection from <br />Oneka Parkway to Highway 61. <br />Utilities <br />Sanitary sewer, watermain, and storm sewer services will be provided to the park pavilion and <br />are included in the 2021 Downtown Improvement Project plans. <br />Stormwater Management <br />The applicant is proposing to meet the stormwater rate control requirements through the use of an <br />existing stormwater pond constructed with the Hugo Gardens Development near Judicial Ditch 3. <br />Water quality requirements are met by both the existing Hugo Gardens stormwater pond and the <br />stormwater reuse project that is proposed for Lions Park.
