HGNFS Site Plan — Building Addition <br />Page 2 <br />3. BACKGROUND: <br />The City Council approved a site plan for the existing Hugo Good Neighbors Food Shelf <br />(HGNFS) in 2014. The HGNFS is now looking to expand their existing building to <br />accommodate their growth since opening. <br />4. ANALYSIS: <br />A. Level of City Discretion in Decision -Making <br />The City's discretion in approving or denying a site plan is limited to whether or not the <br />proposed project complies with the Comprehensive Plan and Zoning Ordinance requirements. If <br />it meets these standards, the City must then approve the site plan. <br />B. Site Plan <br />The application complies with the ordinance standards as follows: <br />Building Setbacks <br />The proposed addition meets all building setback requirements for the I-3 zoning district. <br />Building Height <br />The maximum height permitted is 50 feet and the site plan conforms to this standard. The <br />proposed height is approximately 16 feet. <br />Building Coverage and Lot Coverage <br />The maximum building coverage permitted is 40% and maximum lot area to be covered by <br />impervious surface is 80%. The site plan meets these standards with 7.3% of building coverage <br />and 40.9% of impervious surface coverage. <br />Landscaping <br />Section 90-181 of the Zoning Ordinance provides landscaping requirements for commercial <br />development. The site plan includes tree and shrub locations and species. <br />The ordinance provides two ways of calculating the required amount of trees and shrubs. One <br />based on the square footage of the building and one based on the perimeter of the site, whichever <br />is greater. In this case staff used the perimeter of the site. In order to meet the landscape <br />requirements, 7 deciduous trees, 4 coniferous trees, 4 ornamental trees, and 22 shrubs are <br />required to be installed. The existing landscaping already exceeds the City's landscaping <br />requirements and the applicant is proposing to preserve all trees during construction. There are <br />43 existing shrubs on site and the applicant is proposing to remove a few shrubs during <br />construction, however, they will be replacing them with seven new shrubs. <br />
